On 18 June 2019 the Council on Foreign Relations published Michelle Gavin’s Africa in Transition note arguing that praise for Prime Minister Abiy Ahmed’s opening should not hide urgent risks in Ethiopia’s transition.
Gavin pointed to communal violence after the “pressure cooker” lid was lifted, millions of internally displaced people, forced-return worries, and the chance that 2020 elections could become a flashpoint without deeper institutional support.
