OCHA’s Hararge snapshot said many returned IDPs still lacked shelter and basic services


On 14 June 2019 OCHA published an East and West Hararge access snapshot describing how resource conflicts along the Oromia–Somali boundary had displaced agro-pastoralists since 2015 and escalated again in 2017 along ethnic lines.

The agency said government-backed returns from March to May 2019, with Ethiopian Defence Forces in return kebeles, still left thousands in transitional collective sites because shelter materials, services, and livelihood recovery lagged behind peace conferences.

Kept as humanitarian archive, the OCHA snapshot dates access and return gaps in Hararge as of mid-June 2019.
