Parliamentarians said Ethiopia’s draft regional budget still raised fairness and equity questions

In mid-June 2019 Borkena reported that members of Ethiopia’s House of Representatives debated the draft budget for the next Ethiopian fiscal year and questioned whether transfers to federal regions were fair, saying past allocation practices had fueled conflict and that a research team formed a year earlier had not yet finished reform work.

Parliamentarians said Ethiopia’s draft regional budget still raised fairness and equity questions

Finance Minister Ahmed Shide presented a draft of about 387 billion birr—roughly $12 billion—tied to a 9 percent growth forecast and funded mainly by tax revenue, with a large share aimed at education, health, and other social programs, while lawmakers pressed for clearer infrastructure-allocation rules.

Kept as fiscal politics archive, the Borkena report dates the fairness debate inside parliament around the 2019/20 budget proposal.
