On 13 June 2019 Africanews reported that internet monitoring group NetBlocks said Ethiopia remained largely offline for a third day in what appeared to be an attempt to stop cheating during secondary-school final exams, with only about 10 to 12 percent of connectivity still working at times.
The report said brief restorations earlier in the week were cut again, authorities had not publicly explained the outage, Ethio Telecom told the BBC it had no mandate to comment, and SMS text service was also down, while Somalia was noted as having used a similar exam-season shutdown after leaked papers.
