In June 2019 Ezega reported that Ethiopia’s Ministry of Finance said the country was avoiding international commercial loans because of worries about accumulated debt.
The statement fit a period when Addis Ababa was renegotiating Chinese and other project loans while trying to slow fresh hard-currency borrowing, so it remains a useful marker of official debt caution.
