In May 2019 a UN OCHA Ethiopia Humanitarian Bulletin said authorities reported that nearly 1.9 million internally displaced people had returned toward their areas of origin, though many were still in temporary sites pending rehabilitation.
Another 1.1 million people remained in sites that were being dismantled and closed, and the bulletin also noted restored INGO access to Kamashi zone after months of intermittent access.
Return figures can hide coercion and unfinished recovery, so the bulletin’s own caution about temporary sites is part of why the document still matters.
