In May 2019 Down To Earth summarized a Greater Horn climate outlook that said Ethiopia and Sudan were likely to see drier-than-normal conditions even as some other parts of the region expected above-normal rains.
Seasonal rainfall swings quickly hit pastoral water points, Belg planting, and hydropower planning across the Horn, so a dry signal for Ethiopia and Sudan was already a food-security and energy story.
Kept as climate archive, the outlook dates the mid-2019 warning that parts of the Horn would not get a reliable wet season.
