In May 2019 New Business Ethiopia and other outlets reported that the United States removed Eritrea from the annual list of countries judged not fully cooperating with U.S. counterterrorism efforts.

Eritrea had been on that Arms Export Control Act list since 2008; the May 2019 Federal Register notice left Iran, North Korea, Syria, and Venezuela named instead.

The shift followed Ethiopia–Eritrea peace, the lifting of UN sanctions, and a rare U.S. congressional visit, even while rights groups still described Asmara as highly closed.
