In May 2019 the BBC reported that Hassan Ismail Ibrahim, also known as Hassan Dhere, the former head of Jail Ogaden in Ethiopia’s Somali Region, had been arrested in neighboring Somalia after a tip-off and was expected to face trial.
Campaigners said inmates at the prison were routinely tortured, often on accusations of links to the Ogaden National Liberation Front, before that group’s later peace track with Abiy Ahmed’s government.
Arresting a feared jail chief became a test of whether regional reform in Somali Region would deliver real accountability or only symbolic removals.
Kept as rights archive, the Jail Ogaden arrest is a dated checkpoint for Somali Region justice claims in 2019.
