The figure was a market projection, not a harvest already in the ground, and it arrived while many African states debated medical cannabis laws, export licenses, and how to avoid simply repeating colonial commodity traps.
For Ethiopia the number fed investor talk more than immediate farm policy, but it still entered the public record of agribusiness dreams in 2019.
