In May 2019 APA reporting said the World Health Assembly approved an Ethiopian-proposed resolution on community and primary health care, giving Addis Ababa a diplomatic win at the annual WHO meeting.

The resolution fit the same week’s messaging around community health workers, digital training, and universal coverage that The Elders and health officials were also promoting in Ethiopia.

A WHA text does not by itself fund clinics, but it does show how Abiy Ahmed’s government used global health forums to brand primary care as a national export idea.

Kept as health policy archive, the Assembly vote is a dated international marker beside domestic doctor-pay disputes from the same month.
