The notice sat inside a wider fight over the timetable and credibility of the next national election, after Birtukan Mideksa’s appointment as board chair and while parties already argued about logistics and security.
Publishing criteria was meant to show that board seats would not be filled only behind closed doors, though activists still asked whether Abiy Ahmed’s government would allow a truly independent referee.
Kept as election governance archive, the membership criteria file dates an early procedural step before later postponements and disputes over the 2021 vote.
