The fund was part of Abiy Ahmed’s early appeal for diaspora money to support development projects after years when many exiles stayed politically distant from Addis Ababa. Board appointments mattered because they signaled who would control priorities and oversight.

Diaspora finance can strengthen clinics and schools, and it can also become another patronage channel if transparency is weak. The Tadias notice at least dated the first public board slate.
