Thomson Reuters Foundation reporting in April 2019 challenged brand-friendly narratives about Ethiopia’s industrial parks: for many garment workers, ethical marketing by global buyers sat beside low pay, tough conditions, and limited power on the factory floor.

Hawassa and other parks were sold as leapfrog development—jobs, exports, and “doing well by doing good.” Workers and labor researchers described a gap between CSR language and daily reality.
That critique is lasting political economy. Ethiopia’s manufacturing push, forex strategy, and women’s labor force participation cannot be understood only through investment promotion brochures.
