The Ethiopian Federal Government allows the legislature to exercise oversight and control over the executive. The Constitution confers enumerated and limited powers and responsibilities upon the Federal Government. It has the power, for instance, to formulate and implement national policies, plans, and strategies concerning the overall economic and social developments. The Constitution requires that the House of People’s Representatives should be composed of members elected through a democratic process. The possibility that different political parties compete for seats in a democratic process has got important implications for the development of the federal system.
The former higher officials Mr. Abay Tsehaye and Mr. Siyoum Mesfin participated in a meeting held in Mekelle. The meeting was organized with the intention of protecting the federal system and the constitution. During the meeting, Ato Abay spoke about how he wrongly accused of a speech he gave by some media organizations regarding the Addis Ababa and Oromia joint master plan. Ato Siyoum Mesfin on his part said the current government and federal system protected Ethiopia from being divided into so many parts stating that there were more than 17 armed forces when EPRDF took the power from the Derg regime in 1991.
