The statement came a day after Egypt, Eritrea, Somalia and Sudan declared in New Alamein that Red Sea governance belongs exclusively to littoral states and rejected unilateral measures that harm downstream Nile water use. BBC Amharic and the Ethiopian News Agency both carried Ethiopia&#8217;s response.<\/p>\n<p>The ministry said Ethiopia is the origin of the Abay, commonly known as the Blue Nile, with virtually all of that river&#8217;s flow rising in the Ethiopian highlands and contributing about 85 percent of the Nile&#8217;s total water. &#8220;Any discussion concerning the utilisation and management of the Abay River should be informed by these fundamental realities,&#8221; the ministry said, according to ENA. On the Red Sea, the ministry said that despite changes in political boundaries over time, Ethiopia remains closely connected to the sea, with its nearest border lying barely 30 miles from the coast. BBC Amharic rendered the same distance as about 48 kilometers. &#8220;Accordingly, any serious discussion of regional maritime affairs and security architecture must account for Ethiopia&#8217;s legitimate interests and its enduring connection to the Red Sea,&#8221; the ministry said.<\/p>\n<p>The ministry did not name the four Alamein participants in the text summarised by ENA and ChimpReports. It said geographic and historical facts cannot be altered by political rhetoric, coercive actions or acts of destabilization, and that proxy actions or aggression would neither change facts on the ground nor diminish Ethiopia&#8217;s regional role. Ethiopia, the statement said, stands ready to defend its sovereignty, territorial integrity and core interests, and urged regional actors to address shared challenges through constructive dialogue and good neighbourliness rather than confrontation.<\/p>\n<p>On X, Birr Metrics (@birrmetrics) summarised the ministry line that Ethiopia had linked Nile-basin and Red Sea interests to geographic and historical ties that &#8220;should be reflected&#8221; in regional talks, with a map graphic pointing from Ethiopia toward the Red Sea coast. Horn Diplomat (@HornDiplomat) posted &#8220;Ethiopia Pushes Back After Al-Alamein Summit&#8221; and earlier an editorial arguing the Alamein meeting could push Ethiopia and Somaliland closer. Martin Plaut (@martinplaut) amplified that Horn Diplomat editorial on Monday morning. Tom Gardner (@TomGardner18), The Economist&#8217;s correspondent, flagged a separate Ethiopian state-media line labelled &#8220;Red Sea Generation&#8221; as &#8220;more helpfully de-escalatory rhetoric.&#8221; Eritrea&#8217;s information minister Yemane G. Meskel (@hawelti) answered the same ministry statement, rejecting Ethiopia&#8217;s littoral-rights claim and saying Addis Ababa already has commercial access to Horn ports; his fuller Monday post is also quoted in Mereja&#8217;s Alamein declaration story at https:\/\/mereja.com\/index\/837254. That is an Eritrean official claim on X, not independent confirmation of Ethiopia&#8217;s intent. Borkena (@zborkena) separately circulated an analytical piece on Red Sea actors and Ethiopia&#8217;s quest for sea access. Addis Ababa&#8217;s state-aligned Fana Media Corporation published an unsigned commentary titled &#8220;The Geography That Cannot Be Negotiated Away,&#8221; arguing that landlocked status is not the same as strategic disconnection and that geography &#8220;does not negotiate.&#8221; Searches of Facebook for Abay, Red Sea and the Alamein reply returned no readable posts. Those X posts are open-source and official commentary on a diplomatic exchange, not street eyewitness accounts.<\/p>\n<p>Landlocked Ethiopia relies overwhelmingly on Djibouti for seaborne trade. Ministry of Transport figures reported earlier by Birr Metrics showed Djibouti handling about 96.7 percent of Ethiopia&#8217;s maritime cargo in the last financial year. Assab and Massawa on Eritrea&#8217;s Red Sea coast, and commercial access talks with Somalia under the December 2024 Ankara Declaration, sit inside the same strategic argument Addis Ababa now frames as a geographic and historical connection that coastal-state-only governance cannot ignore. Eritrea has said Ethiopian talk of Assab access threatens its sovereignty. Somalia&#8217;s president has said commercial port use under Somali sovereignty is possible if negotiated with Mogadishu.<\/p>\n<p>The exchange lands while Ethiopian government forces and allies hold Mekelle after a Tigray People&#8217;s Liberation Front (TPLF) withdrawal, and while diplomatic ties with Eritrea and Egypt are broken or strained. ChimpReports noted that Ethiopia&#8217;s reply asserted Nile and Red Sea interests without walking through each Alamein clause line by line. BBC Amharic said the four-country declaration did not name Ethiopia even though its Nile and Red Sea positions were the clear backdrop.<\/p>\n<p>Dependable sea access has been an Ethiopian national goal since Eritrea&#8217;s independence left the country without its own coastline in 1993, and Prime Minister Abiy Ahmed&#8217;s government has kept that goal a standing priority. Education Minister Berhanu Nega and President Taye Atske-Selassie have both described reliable maritime access as tied to long-term survival and economic transformation, language that Eritrea reads as pressure on Assab. Neither the Alamein declaration nor Ethiopia&#8217;s reply named the other side.<\/p>\n<p>On the Nile side, Egypt and Sudan want a binding agreement on the filling and operation of the Grand Ethiopian Renaissance Dam. Ethiopia finished and inaugurated the dam with a generating capacity above 5,000 megawatts, BBC Amharic noted in its Alamein coverage, and says it has a legal right to fair use of the Abay. The 85 percent flow figure in Monday&#8217;s ministry statement is the same upstream argument Addis Ababa has used for years in GERD talks.<\/p>\n<p>Shipping desks already price Bab el-Mandeb risk into freight and insurance. Houthi attacks from Yemen have pushed many carriers around the Cape of Good Hope at higher cost and longer transit times.
