That education and health services are at the top is no surprise; employment in those fields has actually grown right through the recession. Gains in professional and business services are likely cyclical in nature; that industry suffered a fairly significant increase in unemployment. Down on the low end of the spectrum we see construction and manufacturing. This is a problem:<\/p>\n<table border=\"0\">\n<tbody>\n<tr>\n<td><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"mceItem\" src=\"https:\/\/i0.wp.com\/www.economist.com\/sites\/default\/files\/images\/blogs\/2010w10\/unemployment.GIF?resize=556%2C403\" alt=\"\" width=\"556\" height=\"403\"><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>There are over four million unemployed workers in construction and manufacturing, roughly a third of all unemployed.
