About two weeks after the networking giant offered to buy the Norwegian video conferencing equipment maker, a group of <a href=\"http:\/\/gigaom.com\/2009\/10\/15\/tandberg-shareholders-want-more-from-cisco\/\">shareholders protested<\/a>, saying the offer was too low.
