Where tariffs came out high, authorities would consider subsidizing investors, for example by helping with capital costs, he said.

About 45 percent of Ethiopians had access to electricity, and the government aimed for universal access by 2025 under the National Electrification Program, which planned to reach 65 percent of people through the grid and the rest through off-grid systems, pv magazine reported.

Ethiopia was also running two rounds of the World Bank's Scaling Solar program to procure 750 megawatts of solar capacity, the magazine said. It cited electricity prices that did not reflect costs and inefficient bill collection as problems as the country prepared to unbundle generation, transmission and distribution.

The Ethiopian Energy Authority later approved Mini-Grid Directive No. 268/2020. Under it, tariffs must cover efficient capital and operating costs, fuel and a reasonable return, may not include costs paid for by grants or subsidies, and are set for four years before review, according to the directive and a summary by the Addis Ababa law firm Taza.

The directive caps mini-grids at 10 megawatts, sets three license classes of up to 50 kilowatts, 50 to 200 kilowatts and 200 kilowatts to 10 megawatts, and requires at least half of generation to come from renewable sources, Taza said.

Sources: pv magazine, Taza: A New Directive for Mini-Grid Development, Ethiopian Energy Authority Mini-Grid Directive No. 268/2020 (PDF copy)

Ethiopia’s Ministry of Water, Irrigation and Energy was developing a method for calculating mini-grid electricity tariffs to make off-grid projects financially viable, senior adviser Hizkyas Dufera said in 2019, pv magazine reported.

"_jetpack_memberships_contains_paid_content":false

7911,8

post-283914","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-economy","category-ethiopian-news
https://i0.wp.com/mereja.com/index/wp-content/uploads/2026/10/ethiopia-photovoltaic-power-potential-map.png?fit=1280%2C1368&ssl=1
["GET
