Cairo, by contrast, feared a water shock once the reservoir \u2014 estimated at roughly 74 to 100 billion cubic metres \u2014 began to fill.<\/p>\n<p>Egypt wanted filling stretched over at least ten years; Ethiopia preferred about three years and has discussed compromise around five to six. A fast fill, the analysis warned, could cut deeply into Egypt\u2019s historical annual allotment under older Nile arrangements and push per-capita water toward UN scarcity thresholds.<\/p>\n<p>Construction began in 2011 while Egypt was consumed by the Arab Spring.
