The project follows a model Ethiopia already uses, in which four ministries share the work and the chain of responsibility runs from federal offices down to communities. The new money sits on that arrangement, so implementation is expected to go through existing water and health structures rather than through a single new agency.<\/p>\n<p>For the people named in the target, the result has to show up as taps, latrines, and safer water, not as a communique. Three million is a large share of the communities that still haul water or rely on town systems that have not kept up with growth. The June signing fixed the sum, the two officials, and the purpose.
