Tension with Sudan

Tension is rising between Eritrea and Sudan since Eritrea’s foreign minister accused the Sudanese authorities and in particular head of state general Hassan Omar Al Bechir and his éminence grise, the leader of the National Islamic Front (NIF) Hassan Al Tourabi, at the end of June of having fomented a plot to assassinate Eritrean President Isaias Afeworki. According to a diplomatic source in Asmara, several dozen Eritrean military are believed to have been killed and others wounded during the first two weeks of July, in skirmishes with Sudanese government forces. Officials of foreign NGO’s based in Eritrea have reported that controls of personnel and vehicles going into the western part of the country, near the Sudanese frontier, are getting much stricter. The Asmara authorities and the National Democratic Alliance (NDA, Sudanese opposition based in Asmara) officially deny all direct military involvement of Eritrean troops in anti-government combat inside Sudan. According to an ION editorial,
this assertion appears less and less credible in view of mounting signs that the Asmara authorities have decided to make logistical and military means available to rebels of NDA in order to try to cut, in the coming months, the road linking Khartoum and Port Sudan in a bid to asphyxiate the Islamic regime in the Sudanese capital.

Laurent Kabila, President of the Democratic Republic of Congo, visited Eritrea for three days from 23 July. While contents of his talks with his Eritrean counterpart, Isaias Afeworki, were not disclosed to the public, “fears” were raising in Khartoum, according to a private Sudanese paper, that
something is planned in secrecy.

“Nakfa” - the new Eritrean Currency

Eritrea, having used Ethiopian Birr so far, is about to introduce its own currency. The new legal tender’s name is the “Nakfa”, named after a battlefield town which became famous in the Derg-time war of liberation. While the exchange rate between Nakfa and Birr is one to one, the Ethiopian Birr will also remain in use during the transition period up to the end of 1997. Arbitration on Hanish Island dispute gaining momentum

The arbitration court adjudicating the disputes between Eritrea and Yemen over ownership rights of the Hanish Islands has completed preliminary investigations and moved on to the second stage of its work. The international court set up by the parties to the dispute in London is said to have asked Eritrea and Yemen to present their documentary evidence. (Seven Days Update, 28 July 1997)

Oil refinery to move

The announcement that the ageing Assab oil refinery, which exports 70 percent of its production to Ethiopia, will close as of 1 August will oblige the government in Addis Ababa to import refined petroleum products. According to media reports, the Assab refinery will be moved to Massawa in about 18 months. The project has been given to the Italian Agip oil company. In a related development, the Eritrean government is said to be preparing to undertake renovation work at the ports of Assab and Massawa. These projects, worth about 30 million dollars, will reportedly be financed by the International Development Association of the World Bank. (Seven Days Update, 21 July 1997)

When Congolese President Laurent-Désiré Kabila was killed in Kinshasa, the capital of the Democratic Republic of Congo, on January 16, 2001, I was the only foreign journalist in town, which meant I covered the story night and day for many different international news organisations.

The nine-month military trial that followed and led to the condemnation of more than 80 people to heavy prison sentences was widely condemned by Amnesty International and other rights groups. The military court had no evidence to support the heavy sentences pronounced and the defendants had no room for appeal.

I had followed the trial and felt that those condemned were only scapegoats, chosen by former members of Kabila's entourage in a bid to help his son, Joseph, pretend that he had found his father's killers and thus allow him to reassert his power. I felt that this story was important but that it was overshadowed by another. A major war involving six African nations and various rebel factions was raging in DR Congo. Massacres and rapes were part of daily life for many Congolese and this kept the handful of press correspondents living and working in DR Congo, like myself, busy.

Assassination revisited

It was only in 2009, when a peace deal between Rwanda and DR Congo became effective that the news front grew quieter, allowing my co-director Marlène Rabaud and myself to revisit the assassination of Laurent-Désiré Kabila. This was not easy. In Congo, you can talk about rape, corruption, mineral trafficking and many other things. But if there is one story that is taboo, it is the assassination of Kabila.

In Congo, it is an open secret that those condemned are innocent, but Joseph Kabila is reluctant to pronounce an amnesty. People around him say this is also intended to bring solace to Laurent-Désiré Kabila's widow (Joseph Kabila's stepmother), who would resent it if no-one was jailed for the assassination of her husband. Sometimes things are as futile as that.

It took time and energy to find witnesses and archives of the trial.

However, after a year-long investigation, my conclusion is that Kabila was killed by his bodyguard, Rachidi Muzele, who was part of a plot that involved a handful of his colleagues, a Lebanese businessman who acted as an intermediary and Rwanda, which masterminded the assassination, knowing that the US was not against it, and gave shelter to those involved.

With no succession plan in place, Rwanda had bet on ensuing chaos that would allow it to continue exploiting the vast mineral wealth of eastern DR Congo. Kabila was killed, but the rest of the plot did not go according to plan. To the surprise of many, Joseph Kabila was appointed to succeed his father, and a stronger Congo emerged, slowly managing to regain its sovereignty.

This thesis, which is carefully developed in the film Murder in Kinshasa, has recently been confirmed to me by a former leading intelligence official from Rwanda who spoke to me on the condition of anonymity and by a former Rwandan chief prosecutor who spoke to the Belgian press. The 50 civilians and soldiers who are still locked up in Kinshasa's jail are not part of this plot but are only scapegoats. To me, the disgraceful thing is that Joseph Kabila, who is running for re-election in a month, clings onto the official version of events and is unwilling to set them free.

Among the big powers that provide massive support to DR Congo through the UN, the IMF and the World Bank, and whose companies break economic deals in the huge and potentially-rich country, no-one seems ready pressure him over this case. Fifty innocent Africans in a jail does not seem to weigh too heavily on their conscience.

The arbitration court adjudicating the disputes between Eritrea and Yemen over ownership rights of the Hanish Islands has completed preliminary investigations and moved on to the second stage of its work. Oil refinery to move

The announcement that the ageing Assab oil refinery, which exports 70 percent of its production to Ethiopia, will close as of 1 August will oblige the government in Addis Ababa to import refined petroleum products. According to media reports, the Assab refinery will be moved to Massawa in about 18 months. The project has been given to the Italian Agip oil company. In a related development, the Eritrean government is said to be preparing to undertake renovation work at the ports of Assab and Massawa. These projects, worth about 30 million dollars, will reportedly be financed by the International Development Association of the World Bank. (Seven Days Update, 21 July 1997)
