Abiy couldn't fulfill a commitment in 2017 to own a percentage of the Berbera port.
In 2017, a concession agreement was signed between DP World, Ethiopia, and the government of Somaliland to rebuild and modernise the port of Berbera. The 30-year concession involves: a commercial port, a free zone, a corridor from Berbera to Ethiopia’s borders, and an airport in Berbera.
The concession allowed Somaliland’s government to retain 30% of the shares in the port, 19% for Ethiopia, and 51% for DP World. But in June 2022, Somaliland announced that Ethiopia had failed to acquire its 19% share of Berbera port. Ethiopia failed to meet the conditions.
And the MOU situation as of today: Negotiate a new deal which may not be as good as the 2017 deal.
They agreed to work closely together on commercial arrangements and bilateral agreements that would ensure Ethiopia's "reliable, safe and sustainable access" to the sea "under the sovereign authority of the Federal Republic of Somalia".

Looks like alternative sea access for Ethiopia instead of Berbera which is outside the control of Somalia but within the "sovereign authority the FRS, which doesn't entail Somaliland.

Ethiopia was unable to honor the Berbera deal if yuo want me to guess for one of the two reasons - lack on money and/or unfavorable terms of agreement. the UAE firm is too powerful and Ethiopia was very weak then. Then consider this. Ethiopia's real desire or ambition is not a commercial port, it is a Naval base. This is still the core truth. Today's drama in Turkey must be seen in this light. If Ethiopia does not secure a naval base, it is all sub-optimal game. Even in the case of the 50 years lease with Somaliland, the big question was what would happen when the 50 year lease expire? You see you can not build a navy and then when the rent expires you just can't dismantle a military force. In short, Ethiopia needs a sea coast that she owns free and clear! Ditto.

Let me help you chew on this by cutting it down to smaller pieces. Commercial doesn't mean naval base, does it? You can spin it whichever way you want. Nothing changes the reality of what happened. And yes, it would have been better to find money to own 29% of the Berbera port than to build a new palace for the childish blood thirsy PP PM. But you wouldn't agree to that truth because you're not paid to tell truth but spew propaganda non stop.

I don't want to teach you logic here. Hassan Sheik and Abiy Agreed to work closely on commercial port. Did the statement say that Abiy agreed not work on non-commercial sea access? No. Somalia always said that she was willing to rent commercial port to us. It is stupid to argue on that. The root of Ethio-somalia conflict is not issue of commercial port it is military base, naval base. Ditto.
The deal in turkey did not talk about MOU or Somaliland - which the issue for Ethiopia. Hassan Sheik wanted a face saver to get out his current mess. Issue i did not go into my other post. The devil in the technical detail. Be patient. Probably every body is calculating what Trump will do with respect to Somaliland because Abiy openly said he wanted to be not 1st recognizer for all the reasons we know about. It is a game.
Remember, what is unsaid is just as important what is said in the declaration - logic dictates,
