The Ethiopian political and military situation is characterized by a mutual impotence, collective impotence which means the ruling class has become incapable of ruling and incapable of defeating the opposition militarily and politically. The opposition likewise has become incapable of defeating the ruling class politically and militarily. This is called a state of mutual political and militarily impotence.
The state of mutual impotence (stalemate) between the regime and the opposition is different from a revolutionary situation. A revolutionary situation is a state of affairs when the ruling class becomes unable to rule and the people have refused to be ruled and as a consequence the people are rising in spontaneous uprisings. In other words, currently there is no revolutionary situation in Ethiopia.
