Who wants the Etiyopiyan civil war to continue? You will discover the right answer only if facts are the basis of your inquiry. There is no force that wants to continue this civil war more/other than TPLF & Co. You are blaming Eritrea and Federal Etiyopiya and other people-groups unfairly. Federal Etiyopiya or non-Tigraiyawian Etiyopiyans did not want or start this war.The Aafar, or AmHara, Oromo,etc, (Tigraiy's neighbors) Etiyopiyans did not want or start this war. Eritrea(ns) did not want or start this war. In fact, according to one of President Issaias's interviews, PIA essentially told Dr. Debretsion, 'There is no need for war; why are you preparing for war? Please calm yourselves down.' It was TPLF & Co. that initiated this war and wants this civil war to continue. In my estimation. if TPLF & Co. stops its military adventures the war would stop right away. TPLF & Co. must have their own purposes to continue the civil war.

If re-establishing an independent Tigraiy was the main objective, the war was not necessary, because they could have invoked Article 39 of the Etiyopiyan Constitution and let the people decide on a referendum. If TPLF's main goals were to achieve the best benefits for the people of Tigraiy, the war was avoidable. It was avoidable by just re-doing an election acceptable to the Federal Elections Board, and pursue other aims through peaceful means (negotiations, legal course, political activism, etc.). TPLF & Co. are now begging Addis Ababa for negotiations for ceasefire and endless other conditions and objectives. Negotiations in war-times are much harder to conduct and make them fruitful than in peace-times.

You think that TPLF & Co. wish to restructure Etiyopiya from an ethnic federation into a "confederated union", whatever that may mean to Tigraiyawian or other Etiyopiyans. The people of Etiyopiya seem to be frustrated with ethnicity-based regional governments and related armed conflicts. If TPLF is asking for the formation of a "confederated union", that means, by the nature of confederations, the ethnic regions would be more autonomous and the national union government would be much weaker and ineffective than it is now. As far as I can understand it, PM Abiy Ahmed Ali-led reform movement seems to be working on balancing the autonomy of regional governments, the freedoms of individual citizens, and the authorities of a "real federation" national government so that things would be much better for everyone. The disastrous American Civil War was a war conducted by two forces who essentially espoused exactly these two concepts of structuring the national government. One of the two groups had to win/lose. It also seems to me that the TPLF & Co. are thinking of establishing an independent multi-ethnic "Greater Tigraiy" (carved out of territories from its Etiyopiyan neighbors and Eritrea) and united in a confederation with Etiyopiya.
