Demonstration ...confrontation with security forces and looting in the Central Souq of Al-Gedarif yesterday. Now calm has returned reports Al-Araby Tv correspondent from Khartoum. The Sudanese are feeling the pain of the IMF-led liberalization of the economy and expressing their dissatisfaction through demonstrations including in the Capital City. What makes Al-Gedarif interesting is its proximity to the border with Ethiopia.

ዩናይትድ ኔሽንስ የሚባለው የሌለ ኣካል ኣሁን በምእራባውያን ተደገፍቶ የዳራፉርን የጸጥታ ማስከበር ተልእኮ ትቶ ለየሱዳንን የሽግግር መንግስት ድጋፍና እርዳታ መስጠት ተልእኮ እንደ ተሸጋገረ ኣስታወቀ ።

በዚ መሰረት ተልእከው በዳርፉር ኮርዱፋንና ምብራቅ ሱዳን ( ከሰላ፡ ፖርትሱዳን ) የክትትል ቤት-ጽህፈቶች ለመክፈት ወስኖዋል ። ሱዳናዊው ጋዜጠኛ ዑስማን ኣል-ሚርቓኒ እንቅስቃሴውን ለየሱዳኑን የሽግግር ሂደት ሊያደናቅፉ የሚያስቡ የውስጥና የውጭ ሃይሎች ጠንካራ መልእክት የሚያስተላልፍ ነው ብሎ ይገመግማል ።





ሱዳናዊው ጋዜጠኛ ዑስማን ኣል-ሚርቓኒ የኣሜሪካ ከሱዳን ጋር ወታደራዊ ግንኙነቱን ለማጠናከር ያለ ፍላጎትና የኣፍሪኮም ቅርርብና የመተባበር ዝግጁነት ለሱዳን በኣካባብያችን ልዩ ተራ ሊሰጠው ይችላል ብሎ የሃይል ሚዛኑን ግን ከኢትዮጵያ ሱዳንን የሚያረባ ( ኢን ፌቨር ) ይሆናል የሚል ጉጉት እንደሌለው ኣብራራ ። እሱ እንደ ምክንያት የሚሰጠው ኣሜሪካ ከኢትዮጵያ ያላት ግንኙነት በጣም ጠንካራ ሰለ ሆነ ነው ።

ኣሜሪካ በራሳቸው ምን ይላሉ ? ኣንድ የኣሜሪካ ባለ ስልጣን ለትልቅ የኣረብ ጋዜጣ በሰጠው ቃለ-መጠይቅ ኣሜሪካ በሩስያ መንግስትና ( ሰውየው ፡ ሩስያ ከወታደራዊ እርዳታ በኣፍሪቃ ወደ ማእድኖች ቁፈራ የመግባት መደብ ኣላት ብሎ ይከሳል !! ) በቫግነር ( ሩስያዊ የጦር ኮንትራክተር ) በኣፍሪካ በሚደረገውን እንቅስቃሴ ስጋት እንዳላት ገለጸ ። ስለ'ዚ በባለስልጣኑ መሰረት ኣሜሪካ ከሱዳን ጋር በመተባባር ሩስያና ኣይሲስ በኣፍሪካ የሚያደርጉት እንቅስቃሴዎችን ለመከታተልና ለማክሸፍ ትፈልጋለች ።

እናንተ በሱዳን ልትገቡ እየፈለጋችሁ ሱዳን ኣስቀድማ ለሩስያ በፖርት ሱዳን ወታደራዊ ቦታ ስጥታለች ለሚል ባለስልጣኑ ይህ ጉዳይ ለየሱዳን መንግስት የሚመለክት ነው ብሎ ኣለፈው ።

ባሁኑ ግዜ ሱዳን - ኢስላሚስቶች ሃይል ከማግነታቸው በፊት - ወደ የጃዕፈር መሓመድ ኑሜሩ ግዜ እየተመለሰች ናት ። የኣረብና የኣሜሪካ ውሻ የነበረ ኑሜሪ ኢትዮጵያውያን ኣይሁዶች ወደ እስራኤል እንዲጓዙ ከኣይሁዳዊትዋ ኣገር የተባበረና ብዙ ገንዘብ ያካማቸ ሰው ነው ።

The Egyptian talking in the video is more or less saying that the Congolese are " in our pocket,Félix Tshisekedi became Chairperson of the AU with the help of Al-Sisi and is expected to return favour ". I have put it concisely in my own words.

በገዳሪፍ ኣከባቢ የሚገኙ የእርሻ ባለሀብት የሆኑ ሱዳናውያን ፥


1
_ከኢትዮጵያ ያለ የድንበር ማስተላለፍያ ስለ ተዘጋ የኣዝመራውን የሚሰበስብ የሰው ሃይል እጥረት ኣጋጥሞናል ።

2_ለግዜው እስከ 50% በሚበልጥ በየደቡብ ሱዳን ዜጋዎች ልንሸፍነው ችለናል ። ለመጻኢ ግን የሱዳን መንግስት መፍትሄ ሊያገኝልን ይገባል ( በራሳችን ልንፈታው የምንችል ችግር ኣይደለም ) ።

3_ኣዝመራውን መሰብሰብ ረዘም ያለ ግዜ ከወሰደ ኣዝመራውን ወደ ገበያና ወደ ገዢው በወቅቱ ማቅረብ ችግር ሊፈጥር ይችላል ። ( ሁሉ ከሁሉ የተሳሰረ ነው ። ለሃገር ኣቅርቦት ይሁን ለውጭ መላክ )

4_ኣዝመራውን ማሺነሪ ተጠቅሞ መሰብሰብ የሚያዋጣ ኣይደለም ። በማሺነሪ ከገባህ ቡሃላ የተሰበሰበ ተሰብስቦ የተቀረው ኣዝመራ በሰው እጅ መሰብሰብ ስለየሚያስፈልገህ ።

5_በላይ በተጠቀሱ ችግሮች ( የሰው ጉልበት እጥረትና የግዜ ጉዳይ ) ትልቅ የገንዘብ ኪሳራ ሊያጋጥመን ይችላል ።

መደምደምያ ፥ ሰላም ከሌለ የኑሮ መበላሽት ይከተላል ። ለሱዳን የሚበጅ ከኢትዮጵያ ተጎራብቶ በሰላም መኖር ነው ።

ኣዲስዋ የሱዳን የውጭ ጉዳይ ሚኒስተር መርየም ኣል-ሳዲግ ኣል-ማህዲጦርነት ከኢትዮጵያ የማያስፈልግና የማያረባ ነው ። ሱዳን ከኢትዮጵያ ያለው የድንበር ማመልከት ጉዳዩን በየ1902 መርሆ በሰላም ለመፍታት ትፈልጋለች ።

የሱዳን መንግስት ኣሚን ሓሰን ዑመርን ማሰሩ ባሁኑ ያለ ህዝባዊ እንቅስቃሴና የጸጥታ ሁኔታ ስግተዋል ማለት ነው ። ደጋግሜ እንዳልኩት ባለፉት 30 ኣመቶኝ ኢስላሚስቶች ኣገሪትዋን በኣክራሪ ኣስተሳሰባቸው ስለ መረዙዋት በፈለጉት ግዜ ሊበጠብጥዋት ይችላሉ ። ይህ በህዝቡ በቂ ድጋፍ ኣላቸው ለማለት ነው ።

وبحسب الخبر الوارد في موقع «تي أر تي خبر»، استقبل الوزير التركي نظيره السوداني بمراسم استقبال عسكرية رسمية. وبعد الاجتماع بين الوزيرين بشكل فردي، ترأس أكار وياسين المباحثات بين الوفود.

وجرى خلال اللقاءات بحث العلاقات الثنائية والإقليمية والتعاون في مجالات صناعة الأمن والدفاع. كما أكد أكار على علاقات الصداقة والأخوة التاريخية التي تجمع بين تركيا والسودان.

ورحبت تركيا، اليوم الثلاثاء، بتشكيل حكومة ثانية للفترة الانتقالية في السودان، وقالت وزارة الخارجية التركية في بيان لها، «نرحب بتشكيل حكومة جديدة في 8 فبراير 2021، بشكل يناسب التعهدات الموجودة ضمن الإعلان الدستوري الذي يشكل أساس المرحلة الانتقالية في السودان الصديق والشقيق».

وأكدت أن تشكيل حكومة جديدة يأتي بموجب اتفاق السلام الموقع في جوبا في 3 أكتوبر العام الماضي، وقالت «نعتقد أن الحكومة الجديدة ستتبنى مهمة إحلال سلام دائم وازدهار واستقرار في السودان من خلال مفهوم يستوعب الجميع»، وفقًا لموقع «تي آر تي خبر» التركي.

كما أكدت الخارجية التركية أن «تركيا ستواصل الوقوف إلى جانب السودان الشقيق حكومة وشعبًا مثلما كانت سابقًا».

والاثنين، أعلن رئيس الوزراء السوداني، عبد الله حمدوك، تشكيلة حكومته الجديدة للفترة الانتقالية المكونة من 26 وزيرًا.


Urgent .. a dangerous reason behind the Sudanese Defense Minister’s visit to Turkey

Turkish Defense Minister Hulusi Akar met his Sudanese counterpart, Yassin Ibrahim Yassin, at the Turkish Defense Ministry headquarters in the capital, Ankara.

According to the news on the TRT News website, the Turkish minister received his Sudanese counterpart in an official military reception ceremony. After meeting the two ministers individually, Akar and Yassin chaired the discussions between the delegations.

During the meetings, they discussed bilateral and regional relations and cooperation in the fields of security and defense industry. Akar also emphasized the historical friendship and brotherhood between Turkey and Sudan.

In addition, Akar stressed that Turkey would continue to stand by Sudan, stressing that cooperation with Sudan would continue in the field of defense industries.

Today, Tuesday, Turkey welcomed the formation of a second government for the transitional period in Sudan, and the Turkish Foreign Ministry said in a statement, "We welcome the formation of a new government on February 8, 2021, in a manner that matches the pledges included in the Constitutional Declaration that forms the basis of the transitional phase in the friendly and brotherly Sudan."

She emphasized that the formation of a new government comes in accordance with the peace agreement signed in Juba on October 3 last year, and said, "We believe that the new government will adopt the mission of establishing lasting peace, prosperity and stability in Sudan through a concept that accommodates everyone," according to the Turkish website TRT Haber.

The Turkish Foreign Ministry also confirmed that "Turkey will continue to stand by the brotherly Sudan, government and people, as it was before."

On Monday, the Sudanese Prime Minister, Abdullah Hamdok, announced the formation of his new government for the transitional period, consisting of 26 ministers.

Islamists in Sudan are afraid of the presence of UNTAMS in their country. They are particularly worried about Mr VOLKER PERTHES, the head of UNTAMS, who had worked in Syria between 2015-2018 ( the most bloody period in the Syrian civil war ) and had studies about some problem areas of the Sudan.

According to the guest in the studio the secret mission of UNTAMS is to destroy Sudan from within. The recent visit of the Canadian ambassador to West Kordofan and Western involvement in the writing of the Sudanese constitution are signs that strengthen his suspicion.

Sudan rejects the African Union’s decision to subordinate Halayeb and Shalateen to Egypt




The government announced its categorical rejection of a decision taken by the African Union, acknowledging the subordination of Halayeb and Shalateen to Egypt, describing the decision as wrong, and noting that those who made the decision do not understand the borders or international law, while information revealed that the African Union directed its offices and departments to adopt the official map of Egypt that includes its southern borders Halayeb and Shalateen.

أعلنت الحكومة، رفضها القاطع لقرار اتخذه الاتحاد الأفريقي، أقر بتبعية حلايب وشلاتين لمصر، ووصفت القرار بالخاطئ، ونوّهت إلى أن من اتخذ القرار لا يفهم في الحدود ولا القانون الدولي، فيما كشفت معلومات أن الاتحاد الأفريقي وجّه مكاتبه وإداراته باعتماد الخارطة الرسمية لمصر وتشمل حدودها الجنوبية حلايب وشلاتين.

وقضى التوجيه الذي عُمِّم في الخامس عشر من فبراير الحالي باعتماد خريطة مصر التي تضم حلايب وشلاتين في كل المشروعات والمراجع والدراسات التي يقوم بها الاتحاد الأفريقي وفقاً للخرطة الرسمية الصادرة من السُّلطات المصرية.

واعتبر تنقو رئيس مفوضية الحدود الدكتور معاذ، الخطوة المصرية بأنّها طعنة للسودان، وقال تنقو لـ(الصيحة)، إن السودان يرفض القرار ويُطالب الاتحاد الأفريقى بمحاسبة من اتخذه. وشدد تنقو على أنه ليس من حق الاتحاد الأفريقى ولا صلاحيته تغيير حدود الدول بين الدول الأعضاء، وليس من صلاحيته أيضاً الاستناد لمذكرة أحادية معنونة من الخارجية المصرية لتعديل حدود السودان ومصر، وقال (لا يجوز لأيِّ أحد وفق القوانين الدولية تعديل هذه الحُدود مع السودان إلا عبر معاهدة يُصادق عليها السودان)، ولفت إلى أنّ الحدود المصرية هي حُدود الانتداب البريطاني على مصر، وقطع بأنّ حدود السودان عند انتهاء الاستعمار البريطاني المصري على السودان عام 1953 واعتمدتها الجمعية العامة للأمم المتحدة سنة 53 وقدّمتها مصر وبريطانيا كذلك بواسطة لجنة الانتخابات للأمم المتحدة لتحديد الدوائر الانتخابية التي قررت مصير السودان بالاستقلال عن بريطانيا ومصر.

دون سابق إنذار، دحرج الاتحاد الأفريقي، قنبلة موقوتة بين السودان ومصر بإشعال الصراع بين البلدين حول مثلث حلايب وشلاتين المُحتلتين من قِبل مصر، وفي الوقت الذي تتطوّر فيه العلاقات بين الخرطوم والقاهرة، اعتمد الاتحاد الأفريقي خرائط تمنح مصر منطقة مثلث حلايب السودانية وكأنّه يشرعن احتلال مصر للأراضي السودانية.

الاثنين الماضي، وجه الاتحاد الأفريقي، مكاتبه وإداراته باعتماد الخارطة الرسمية لجمهورية مصر العربية التي تشتمل حدودها الجنوبية ضمنها حلايب وشلاتين، وقضى التوجيه باعتماد الخريطة في كل المشروعات والمراجع والدراسات التي يقوم بها الاتحاد الأفريقي وفق الخرط الصادرة من السلطات المصرية.

وأمس الخميس، قدم السفير المصري لدى الخرطوم، دعوة مُغلفة بالابتسامات لرئيس الوزراء د. عبد الله حمدوك لزيارة القاهرة.

تاريخ

وحتى الاثنين، كانت جميع الخرط المعتمدة لدى الاتحاد الأفريقي والأمم المتحدة تؤكد على سودانية مثلث حلايب الحدودي مع مصر، ولا تزال كذلك في الخرط المعتمدة أممياً، ولم يستطع الاتحاد الأفريقي تغيير الخرط طوال فترة تكوينه حتى خلال الفترات التي تقلّدت فيها مصر رئاسة الاتحاد، بيد أن الرئيس الحالي الجنوب أفريقي موسى فكي آثر وضع البلدين على شفير الاحتراب.

ويقع المثلث الذي يضم حلايب وأبو رماد وشلاتين في أقصى الشمال الشرقي للسودان على ساحل البحر الأحمر، وتسكن المنطقة قبائل البجا السودانية المعروفة، لكن مصر تدعي أحقيتها في المثلث منذ أكثر من 50 عاماً، لدرجة أنها قامت باحتلاله عنوةً بفرض سيطرتها العسكرية عليه منذ 1995.

استنزاف

رغم أن مصر تعلم منذ الاثنين بقرار الاتحاد الأفريقي، كونها دفعت له طلباً لاعتماد الخارطة، إلا أن ذلك لم يمنعها على المستوى الرسمي من الإمعان في استنزاف خيرات السودان وهي تطلق في أسواقها منتجاً جديداً من اللحوم السودانية أمس الأول باسم (JUST MEAT)، مُعلنة عن توفير 2500 طن شهرياً من اللحوم المصرية للأسواق السودانية، ذلك ما أكده وزير التموين والتجارة الداخلية المصري علي المصيلحى أمس الأول، وزاد بأن مصر لن تكتفي فقط باللحوم السودانية وستتمدّد في المُنتجات الزراعية الأخرى!!

ترضية

وفي محاولة للترضية، ربما انطلق السفير المصري بالخرطوم حسام عيسى أمس في زيارات رسمية، كانت إحداها مع وزير الطاقة والنفط الجديد جادين علي عبيد حسن ووعده بتسريع وتيرة العمل لتوسعة الربط الكهربائي بين البلدين من 70 – 300 ميقاواط قبل فصل الصيف القادم وكأنه يعمل بالمثل المصري “اطعم الفم تستحي العين”!!

ولم يَنسَ السفير رقعة دعوة قدّمها للوزير لزيارة القاهرة، وهي الدعوة التي قبلها الوزير كونها جاءت للتباحُث مع نظيريه وزيري البترول والكهرباء المصريين حول المشروعات المطروحة للتعاون بين البلدين. وأوضح أن الزيارة ستكون بفريق عمل فني مُتكامل بعد اكتمال وتوافق الرؤى بين الجانبين حول المشروعات المطروحة.

تخديرٌ

خلال الزيارة، أكد السفير المصري أن مصر تعتبر استقرار السودان جزءاً لا يتجزأ من استقرارها، وتعهد بتقديم كامل الدعم للسودان في الفترة الانتقالية، مُعتبراً أن مشروع الربط الكهربائي بين البلدين من أهم المشروعات الكثيرة المطروحة للتعاون بين البلدين، منها التجارة والتعدين والتدريب، بجانب البترول والكهرباء والبتروكيماويات والوقود الحيوي، متمنياً أن تبلغ العلاقات السودانية المصرية التكامُل بين البلدين.

دعوةٌ لرئيس الوزراء

السفير حسام عيسى حمل رقعة دعوة أخرى صوب مجلس الوزراء من رئيس الوزراء المصري لرئيس مجلس الوزراء د. عبد الله حمدوك لزيارة جمهورية مصر، قدّمها لوزير رئاسة مجلس الوزراء خالد عمر، الذي أكّد أنّ المرحلة الجديدة التي يمر بها السودان واتّجاهه نحو تحقيق التحول الديمقراطي ستنعكس إيجاباً على العلاقات الثنائية بين البلدين والدفع بها لآفاقٍ أرحب لتُصب في مصلحة شعبي البلدين.

رَفضٌ قَاطعٌ

على المستوى الرسمي، أعلنت الحكومة في الخرطوم رفضها القاطع لقرار الاتحاد الأفريقي بتبعية حلايب وشلاتين لمصر، ووصفت القرار بالخاطئ، ونوهت إلى أن من اتخذ القرار لا يفهم في الحدود ولا القانون الدولي.

الرفض الحكومي جاء على لسان رئيس مفوضية الحدود الدكتور معاذ تنقو، الذي اعتبر الخطوة المصرية بأنها طعنة للسودان، وقال تنقو لـ(الصيحة)، إنّ السودان يرفض القرار ويُطالب الاتحاد الأفريقي بمُحاسبة من اتّخذه، وشدد تنقو، على أنه ليس من حق الاتحاد الأفريقي ولا من صلاحياته تغيير الحدود بين الدول الأعضاء، وليس من صلاحياته أيضاً الاستناد لمذكرة أحادية معنونة من الخارجية المصرية لتعديل حدود السودان ومصر، وقال (لا يجوز لأيِّ أحدٍ وفق القوانين الدولية تعديل هذه الحدود مع السودان إلا عبر مُعاهدة يُصادق عليها السودان)، ولفت إلى أنّ الحدود المصرية هي حدود الانتداب البريطاني على مصر، وقطع بأن حدود السودان عند انتهاء الاستعمار البريطاني المصري على السودان عام 1953 واعتمدتها الجمعية العامة للأمم المتحده سنة 53 وقدمتها مصر وبريطانيا كذلك بواسطة لجنة الانتخابات للأمم المتحدة لتحديد الدوائر الانتخابية التي قررت مصير السودان بالاستقلال عن بريطانيا ومصر.

ولم يَنبنِ الرفض القاطع على الحكومة فقط، لكن حتى المكونات السياسية بدأت تعلن رفضها للقرار، إذ يرى القيادي بالحزب الناصري ساطع الحاج في حديث لـ(الصيحة) أن الاتحاد الأفريقي أصبح جزءاً من المشكلة باتخاذه هذا القرار، رغم أنه يعتبر الجهة التي ينبغي لها البحث عن حل للقضية، مؤكداً أن أي جهة تتدخّل في قضية حلايب من غير محكمة التحكيم الأممية التي قدم لها السودان شكوى من العام 1958م لن يكون لتدخلها أي معنى، لافتاً إلى أن الاتحاد الأفريقي كان ينبغي له أن يعمل على قيادة الطرفين لمحكمة التحكيم، وأن لا يعمد لحل آحادي يصب به الزيت على النار.

ويشير ساطع إلى أن السودان الآن في وضع انتقال ديمقراطي وسيكون الأقدر على حل المُشكلات المُتعلِّقة بحدود البلاد والانطلاق نحو التحكيم الدولي، داعياً الاتحاد الأفريقي لانتظار ما يسفر عنه التحكيم، وطالب الحكومة بأن لا تنساق وراء العواطف، وأن تجنح للعقلانية التي من شأنها معالجة القضية في أطرها القانونية.

قَرارٌ مُعيبٌ

وبدوره، استبعد القيادي بحزب البعث السوداني محمد وداعة، صدور مثل هذا القرار من الاتحاد الأفريقي، واعتبر أنه فبركة لصرف أنظار السودان في اتجاه آخر بافتعال قضية جديدة، لكنه أكد أن القرار حال صدوره من الاتحاد الأفريقي، فإنه يعتبر قراراً مُعيباً قانونياً ولا يسنده أي قانون كونه ليس من شأن الاتحاد الأفريقي التقرير في حدود الدول، لافتاً إلى أنّ الاتحاد الأفريقي لم يتدخّل حتى الآن لحل المشكلة الحدودية القائمة بين السودان وإثيوبيا رغم وجود عمليات عسكرية في المنطقة، فكيف يعمل لحل قضية حدود ظلّت خامدة لسنوات. وطالب وداعة حال صدور القرار، المصريين للالتزام بما قالوه كثيراً عن العلاقات الأزلية وعُمقها بين البلدين، مُشيراً إلى أن قراراً كهذا سيكون ضد مصلحة الشعب المصري والشعب السوداني معاً. ودعا وداعة الحكومة للاضطلاع بدورها في حماية الحدود السودانية والمُحافظة على الأراضي كونها مِلْكَاً للشعب السوداني وليست للحكومات.

An invitation to the Prime Minister

Categorical rejection

On the official level, the government in Khartoum announced its categorical rejection of the African Union’s decision to subordinate Halayeb and Shalateen to Egypt, describing the decision as wrong, and noting that whoever made the decision does not understand the borders or international law.

The government rejection came from the head of the Border Commission, Dr. Moaz Tango, who considered the Egyptian move to be a stab on Sudan, and Tango told Al-Saiha that Sudan rejects the decision and demands that the African Union hold accountable those who made it. For those who do not speak Arabic the few words uttered by Al-Sisi might sound like a threat. In reality the so-called threat was not a threat but " an act of a labbwah ( female lion ) desperately attempting to impersonate a lion ( male ) " as described by an Egyptian commentator based in Turkey.

According to the commentator :

1_ Al-Sisi would never attack Ethiopia unless he gets a green light from the United States and the Americans harbour a secret desire to divide Ethiopia into small countries.

2_Any war between Egypt and Ethiopia ignited by Al-Sisi would lead to the disintegration of both Egypt and the internally divided Ethiopia.

3_The Americans by enouraging Al-Sisi to attack Ethiopia could have a hidden agenda like that of Iraq ( invasion of Kuwait and its aftermath ).

4_It would be favourable for Egypt if Tigray were to secede from Ethiopia.

5_ Egypt should take the path of diplomacy and the intelligence ( mukhabarat ) to weaken Ethiopia by the Ethiopians themselves and take full control of The Dam. ( I guess the Egyptians are already in the country as businessmen,diplomats ,religious scholars and their Sudanese agents working for them. Western intelligence services mainly as journalists /alja..../ and MSF /as it was the case in Taliban controlled areas in Afghanistan/. I came across a report from Tigray written in French just last week accusing the Ethiopian army of crimes against civillians. )

وطبقا لموقع عربي بوست ان أزمة “سد النهضة” تفاقمت بين السودان ومصر وإثيوبيا، مع تعثر المفاوضات الفنية بينها، التي بدأت منذ نحو 10 سنوات، وبعد سكوت مصر والسودان عن الملء الأول لسد النهضة، العام الماضي، تصر أديس أبابا على الملء الثاني للسد في يوليو المقبل، حتى لو لم تتوصل إلى اتفاق بشأنه وسط مخاوف من أن يسبب هذا الملء أزمة مياه للخرطوم والقاهرة.

مجرد أرقام

المقارنة الرقمية البسيطة بين الجيشين المصري والإثيوبي تظهر تفوقاً واضحاً للجيش المصري نوعاً وكماً، حسب موقع “غلوبال فير بور” الأمريكي. ولكن الحروب ليست مجرد أرقام وعدد أسلحة، ولكنها جغرافيا وظروف مناخية وطبيعة. فإثيوبيا هي واحدة من أكثر البلدان الجبلية على وجه الأرض، وكانت الهضبة الإثيوبية قلعة عصية دوماً على الغزاة، وقد حاربت مصر إثيوبيا مرتين في عهد الخديوي إسماعيل في القرن التاسع عشر، وهُزمت في كلتيهما، حاولت إيطاليا غزو إثيوبيا وفشلت، في القرن التاسع عشر، وهزمت في معركة عدوة الشهيرة رغم أن روما كانت تحتل آنذاك الصومال وإريتريا المجاورتين، ثم نجحت إيطاليا بتكلفة كبيرة في تحقيق ذلك في ثلاثينيات القرن العشرين قبل الحرب العالمية الثانية. وكان الفارق هائلاً بين جيش إثيوبيا البدائي وبين الجيش الإيطالي الحديث. إضافة إلى وعورة الجغرافيا الإثيوبية، فإن المشكلة الكبرى أمام الجيش المصري في هذه الحرب هي أنه لا حدود مباشرة تنطلق منها عملياته، كما أن إثيوبيا ليست لديها سواحل، بحيث يمكن قصفها من البحر.

لا يمتلك الجيش المصري إمكانيات للقيام بعملية إنزال جوي لمحاربة إثيوبيا، وفي الغالب لا يمتلك أي جيش في العالم قدرة على غزو بلد بحجم ووعورة وعدد سكان إثيوبيا عبر إنزال جوي. وهذا يعني أن أي حرب تستلزم تعاوناً سودانياً، لتكون السودان محطة للتحرك ضد إثيوبيا، وبالتالي فإن تعاون الخرطوم هو ضرورة لتنفيذ تهديد السيسي. وتجدر الملاحظة أن العلاقات المصرية السودانية تحسنت بشكل كبير في الفترة الأخيرة. ولكن طبقاً للموقع هل يصل الأمر إلى قبول السودان للتعاون مع مصر في هجوم عسكري على إثيوبيا؟ هذا يبدو احتمالاً صعباً. كما أن إرسال قوات مصرية لمحاربة إثيوبيا، ليس بالأمر السهل لوجستياً إذ أن الجنود المصريين سيعانون من البيئة المختلفة خاصة طقس المنطقة الحار وطبيعتها الجبلية.

أصعب الخيارات

ويقول الموقع: رغم الفارق الهائل لصالح مصر، فإن استخدام القوة الجوية يعد من أصعب خيارات مصر في أزمة سد النهضة، لأن عملية قصف السد ستواجه بعوائق عدة. فأقرب قاعدة مصرية لإثيوبيا تبعد عن سد النهضة نحو 1500 كم، ولا تمتلك القاهرة سوى عدد قليل من الطائرات القادرة على الوصول لإثيوبيا، منها طائرات رافال الفرنسية التي يبلغ نصف قطرها القتالي 1800 كم إضافة إلى نحو 12 مقاتلة من طراز إف 16 بلوك 52، ولا تمتلك مصر طائرات تزود بالوقود.

عداء الشعب

ورغم تراجع الصعوبات الفنية، فما زال خيار قصف السد صعباً من الناحية العسكرية والأصعب محاولة توقع تداعياته السياسية. فبالإضافة إلى الردود الدولية والإفريقية المتوقعة خاصة أن إثيوبيا لها مكانة في القارة الإفريقية وحتى بين الأفارقة الأمريكيين، فإن تدمير السد قد يثير عداء الشعب الإثيوبي، ويوحده خلف آبي أحمد، وقد يطلق ردود فعل غير متوقعة، وسيظل النيل يأتي من إثيوبيا حتى لو تم تدمير السد. كما أن من شأن هذه العملية وقف أي احتمال لتفاوض مستقبلي بين البلدين، وقد تثأر أديس أبابا بتلويث أو محاولة منع مياه النيل التي تأتي لمصر لو أعادت ترميم السد.

الحرب بالوكالة

أحد خيارات مصر في أزمة سد النهضة هي دفع دولة أخرى لخوض نزاع مع إثيوبيا. ولقد كانت أريتريا مرشحاً دائماً، لمثل هذا الدور ولكنها أصبحت حليفاً للنظام الحالي، والصومال الذي تعتبر أن أديس أبابا تحتل جزءاً من أراضيها أضعف من أن تمثل تهديداً لإثيوبيا.

في المقابل، فإن الخرطوم لديها أسباب عدة للغضب من إثيوبيا، علماً بأن الخرطوم لوحت باستعدادها لكل الاحتمالات مؤخراً بعد تصاعد التوترات على الحدود بين إثيوبيا والسودان، وقلق الخرطوم البالغ من تأثيرات سد النهضة. وذكر الكاتب والمحلل المتخصص في الشؤون الإفريقية، شفاء العفاري، لموقع Al-Monitor الأمريكي أن هناك تصعيداً عسكرياً عند الحدود السودانية الإثيوبية، مع وجود تعاون عسكري مصري سوداني غير مسبوق يحمل تحذيرات بتدخل عسكري في أزمة سد النهضة، على حد قوله.

دعم السودان

ويمكن لمصر دعم السودان، في حرب واسعة أو منخفضة الكثافة مع إثيوبيا باعتبار أن الجيش السوداني حتى لو كان أقل في العدد والتسليح بكثير من الجيش المصري (وحتى الإثيوبي) فإن جنوده لديهم خبرة في القتال في مناطق الحدود الإثيوبية السودانية، وقد تمكن الفوضى الناجمة من هذا السيناريو القوات الجوية المصرية من قصف سد النهضة. وقد يصل الأمر إلى دخول قوات مصرية لمساعدة القوات السودانية، خاصة أن هناك اتفاقية للدفاع العربي المشترك يمكن التحجج بها .بيد أن الأمر تظل هناك عوائق أمام مثل هذا الخيار كما أنه رغم تحسن العلاقات بين النظامين الحاليين في مصر والسودان، فهي علاقة مصلحية بحتة، يصعب أن تصل إلى ثقة تسمح للتحالف معاً في حرب.

عملية استخباراتية

أحد خيارات مصر طبقاً لـطعربي بوست” في أزمة سد النهضة هو عملية تفجير أمنية استخباراتية للسد قد تستطيع القاهرة أن تتبرأ منها، عكس غارات الطيران. فقد كشفت برقية للسفارة الأمريكية تعود إلى عام 2010، نشرها موقع “ويكيليكس” لاحقاً، أنَّ المصريين فجَّروا معدات كانت في طريقها إلى إثيوبيا في منتصف السبعينيات غير أن أحد أكثر خيارات مصر في أزمة سد النهضة واقعية وأقلها تكلفة، هو إثارة النزاعات الداخلية في إثيوبيا وتشجيع الحركات الانفصالية بالتعاون مع السودان.

تطور نوعي

أياً كان خيارات مصر في أزمة سد النهضة، فإن تهديد الرئيس المصري الأخير، قد يكون تطوراً نوعياً يدفع إثيوبيا لمراجعة موقفها، ولكن إذا لم يُطبّق هذا التهديد ولو جزئياً على الأرض، فإن هذا من شأنه إضعاف موقف مصر أكثر وسيزداد آبي أحمد تجرّؤاً.
