Vodkachew didn't mention settling people he mentioned conflict which could last years being triggered by agames.
And whatcha going to do when the road to Amhara gets closed that's when you lose transportation! Amharas can also cut power lines in Welo that's when you lose Electrcity!. Therefore there is a lot of interconnected issues than just settling people.
People live and move freely during times of peace where there is no conflict and Getachew is condemning conflict for the wellbeing of those on the ground
