The risk of Eritreans separation from Ethiopia could had been reduced to zero and Abiy could do the same when Eritrea becomes with out government after the collapse of the Isaias government. The only risk Abiy could face after integrating Eritrea with Tigray is Tigray could be too strong but it is the plan of God to shift the center of gravity of Ethiopia from Addis Ababa to Axum , which is not stoppable!
