There are three possibilities:
1- international hackers: since cbe give services on internet banking, may be international known hackers may got into the system. This is not new, even in America already happened. If not mistaken an Algerian hackers sentenced to death for illegal withdrawing huge sum of money from rich people from famous banks for long period of time.

But when we came to our country, people around the country used ATM machines to steal, so, how can these international hackers can manipulate this machine, I don't have idea whether they can control atm's software, it looks impossible. And the possibility of international hackers go to the system is unlikely.

2- university students: there is high improbability to their success, because all students only used the ATM machine . and hence the possibility to manipulate the ATM machine is not likely because ATM machine is physical thing and its software is not available.

but the real question is how would all these students knew these machines out of control of CBE and tried to steal?

3 insiders: ICTworkers in the cbe or high ranking officials. or any one whose job is related to the software may be responsible. Because they know everything about the software, may be it is just simple to edit the software code so that the atm machine work as they want.

The bottom line is my conclusion is cbe's workers look like sole responsible for that kind of malice and theft.
