Displaying such gruesome images publicly are absolutely forbidden and it is against the youtube regualtions. The websites who display such images are subject to be fined or their website account could be suspended.

The youtube admin is aware of whatever is written, however, sometimes they overlook things. Hence, if they are alerted then they will react.
