The man affiliated with the supporters of the ousted President Omar al-Bashir (ዑመር ኣል-በሺር ) also called on the state to take what he described as administrative arrangements in order to disperse them so that they do not gather in one place by stripping them of their citizenship as traitors, or even killing them.

And what looked like a systematic campaign was launched by Al-Bashir's supporters since the signing of the political framework agreement between the army commander, Lieutenant General Abdel Fattah Al-Burhan( ዓብደልፈታሕ ኣል-ቡርሃን), and the commander of the Rapid Support Forces, Mohamed Hamdan Dagalo (መሓመድ ሓምዳን ደግሎ ), on December 5, 2022, directly with the civil forces.

They also instigated against this agreement, which requires the handing over of power to civilians, the return of the military to their barracks, and the leaders of the forces of freedom and change as well.

Fatwa killing a third of the people

It is noteworthy that Youssef(ዩሲፍ) is considered one of the extremist preachers who support Al-Bashir(ኣል-በሺር), and even justified during the sit-in in front of the headquarters of the General Command of the Army, before the fall of Al-Bashir, the killing of a third of the people.

It was reported at the time that he had issued a fatwa justifying the Sudanese president at the time, killing a third of the people so that two-thirds could live.

    The risks of disintegration of Sudan

    Behind the confrontation between Abdelfattah Al-Burhan and Hemetti, what is also at stake is the unity of Sudan and the place of peripheral regions. The risks of disintegration of this vast country are real.

    A demonstration took place in Shendi this Tuesday, April 18, 2023. This may seem anecdotal, as heavy weapon fighting and fighter jet fire continue to terrorize the Sudanese capital, as testimonies of looting and killings arrive of Darfur , that people across the country have been kept in unending terror since Saturday, April 15 by two rival generals and their respective forces. It is not. Because this demonstration is likely to be the sign of a further deterioration of the situation, and of a spiral.

    This parade of pick-ups filled with men in white galabiya brandishing their fists or a light weapon is a show of bellicose force: it was organized in support of the national army which is fighting against the paramilitaries of the Support Force (Rapid Support Forces, RSF ). The place is also significant: Shendi is 160 km northeast of Khartoum, on the eastern bank of the Nile. General Abdelfattah Al-Bourhan, de facto leaderof the country, commander-in-chief of the army and one of the two protagonists of the current fighting was born in a nearby village and attended secondary school in Shendi. It is also from this part of the country that most of the ruling class of Sudan has originated since its independence. This same elite accused of discrimination and confiscation of power by the so-called peripheral regions, Darfur in the lead. But Darfur is the cradle of General Mohamed Hamdan Dagalo, known as “ Hemetti ”, and his RSF .

    KHARTOUM AND THE CENTER AGAINST THE REST OF THE COUNTRY

    In short, it is to be feared, with Kholood Khair, a Sudanese analyst, founder of Confluence Advisory, and a very fine observer of her country, that this demonstration in Shendi does not augur a change in the nature of the ongoing conflict: " Ethnicization brutal this conflict began in earnest. It may soon no longer be the zero-sum ambition of two men, but a new iteration of Sudan's perennial problems: who has rights over the state ? A challenge that undermines the very viability of the country , ” she wrote on the Twitter network.

    To understand this conflict and the violence of the confrontation, we must go back to the history of Sudan. Since its independence in 1956, the country has been ruled, except for rare and short periods of civilian and democratic governance, by the army, whose staff is made up of officers from the center and north of the country. Since its independence, conflicts have opposed this centre, that is to say Khartoum and the Nile Valley, and the so-called peripheral regions. In Sudan, it is customary to refer to the inhabitants of the center as “ Arabs ” or “ Nilotics ”. They like to portray themselves as " the children of the country ". Those who come from the outskirts are called by the name of their ethnic group (Beja, Funj, Nuba, Fur, Massalit, and we forget many). The so-called " Arab " nomadic herders of the east are often considered to be barely Sudanese, since the tribes straddle the neighboring countries, the borders having been, here as elsewhere in Africa, drawn by the colonial powers.

    Two wars opposed the north to the south, which became independent in 2011, and their roots were drawn, more than in religion, in discrimination, the confiscation of wealth and positions of responsibility. The northern part of present-day Sudan is still inhabited by these long years of guerrilla warfare, with an active armed group, even if a ceasefire has been in place since the 2018 revolution. Serious separatist temptations have shaken the east from the country. As for Darfur, for twenty years it has been the seat of an atrocious conflict which has earned the former dictator Omar Al-Bashir to be accused of genocide, crimes against humanity and war crimes.

    If the protagonists of today, Abdelfattah Al-Burhan and Hemetti, both served Omar Al-Bashir and his war in Darfur, the recruitment of their forces is not at all the same. The RSF created by the former dictator in 2013 brings together former janjawid, auxiliaries from Khartoum, recruited from certain nomadic Arab tribes in Darfur. Omar Al-Bashir had made it his private militia and, to counter a regular army which could threaten him, a " regular force " before finally bringing it to Khartoum in 2018, just before the revolution.

    CONTEMPT FOR THE " GOAT HERDER "

    Elements of the national army were transferred to RSF and vice versa. Recruitment has been expanded, but none of this has prevented or erased the ' periphery versus centre ' resentment. Hemetti, who did not attend the benches of the military academies, is often referred to in the capital as " the goat breeder ", the despised RSF . There is revenge in a short video published on the twitter network, where we see the paramilitaries triumphing: “ We are in the general command [of the army, in Khartoum], inside ! yes, inside ! ".

    After the revolution, RSF dispersed in the capital, besieging multiple locations in Khartoum, notably confiscated from organizations linked to the former regime. Thus an impressive glass building located as if by chance just opposite the general command of the national army, a huge complex containing the headquarters of all the arms. Recently, a concrete wall had begun to be erected along the military HQ . “ They are more afraid of the RSF than of the population ,” we laughed in Khartoum. The duel was already there, registered in the cartography of the city.

    Of course, there is no question of reducing the war between the two rival generals to this “ centre ” versus “ periphery ” dimension. These include a struggle for control of wealth and the interests of regional and international sponsors of the two forces. But forgetting the centrifugal forces would be a mistake all the more serious since after a brief interlude of feeling of national unity during the popular uprising of 2018 and the first 18 months of the period of democratic transition under the civilian government of Abdallah Hamdok , the fractures appeared deeper than ever after the October 25, 2021 coup .

    The putsch was led jointly by Abdelfattah Al-Burhan and Hemetti. The two worked together to end the democratic transition, arrest the most important ministers, political leaders and activists, launch repression against the revolutionary movement and in particular the resistance committees, neighborhood organizations and the backbone of the revolution. Abdelfattah Al-Burhan, reputed to be close to the Islamists, has put many of them back in the saddle, former members of the National Congress Party ( NCP ), a sprawling formation of the old regime.

    PREPARE FOR WAR

    Hemetti felt threatened, he who boasts of having arrested Omar Al-Bashir and therefore participated in the fall of his regime. He sought to be the herald of the revolution and the civil forces, proclaimed himself a barrier against the return of the Islamists. In short, protector of the weak against the kaizan , supporters of the fallen autocrat and business kleptocrats of the wealth of the nation. Last summer, he acknowledged the coup was a failure and a mistake and publicly supported a civilian return to power. Some believed it. The United Nations Integrated Transition Assistance Mission in Sudan (Unitams), the trilateral mechanism ( UN , African Union and the East African regional organization IGAD), the Quartet (United States, Saudi Arabia, United Arab Emirates and United Kingdom) welcomed the framework agreement signed on December 5, 2022 between Generals Burhan and Dagalo, and some forty political parties and organizations representing civilians. It is this political process which has just burst into flight, on the question of the reform of the military and security institutions. Al-Burhan wanted RSF to be integrated into the army in two years, Hemetti wanted to keep control of his forces.

    The duel actually started before the coup. The enmity was reinforced by the putsch and its aftermath. With very tangible consequences in the country. “ Outside the center, the country has seen increasing destabilization, ethnic tensions manipulated by certain political agendas, the economy in rural areas and livelihoods have deteriorated. The tension between the center and the periphery has worsened ”, explained, last February, Guma Kunda Komey, researcher and former adviser for peace to Prime Minister Abdallah Hamdok, in a podcast broadcast by the International Crisis Group.

    Both sides reinforced their base and prepared for war. " Hemetti used the weapons of violence and money to establish his control," explained Ahmed Gouja, an activist from Nyala in Darfur, last March. He distributed Land Cruisers and Hiluxes to community leaders, he hired young people to send them to Yemen. Mercenarism brings a lot of money to these young people, 50,000 dollars [46,000 euros] after nine months. With that, they can get married, build a house, start a business. Hemetti offers them a future. And to bring those who refuse back into line, he uses the card of violence : He stirs up conflicts between ethnic groups, between Arab tribes and farmers, and he comes after with an offer of reconciliation. »

    THE WEIGHT OF DARFUR

    In Darfur, the army also tried to recruit. With less success, because it was not able to offer the same advantages. “ That's why in the region, RSF is better equipped than the army, with more vehicles and much more powerful cars , ” explained Ahmed Gouja a few days ago. The army and supporters of the old regime have been accused in recent months of setting up militias in the north and center of the country. Thus the Sudanese Shield forces themselves announced their formation in the town of Dongola in December 2022, then organized rallies in cities during busy weekly markets without the authorities intervening.

    While the two generals proclaimed at length in press releases and meetings with international actors their acceptance of a return of civilians to power, they were setting up the conditions for victory during their next confrontation. They have turned into warlords ready to tear their country apart for control. The inhabitants of Khartoum and those of Darfur are holed up in their homes or take all the risks to try to flee.

    They react, also organize relief and mutual aid, in neighborhoods and through social networks. A press release from the Khartoum state resistance committees gives instructions for combating disinformation, organizing field hospitals, and getting food, water and medicine to those who need it. The slogan " No to war " must be spread everywhere, the statement also said. On social networks, many are saying: “ This is not our war ”. And a few videos show Khartoum residents spray-paint the words “ No to War ” on city walls. As they wrote four years ago: “ Down with the regime ”.

The Rapid Support Forces (RSF) has responded this morning to attacks by the Sudanese Armed Forces (SAF). Donning police uniforms, SAF personnel attacked RSF-controlled areas in downtown Khartoum near Sharwani Bus Station.

This is yet another clear violation of the temporary humanitarian ceasefire by the SAF with the support of extremist elements linked to the regime of former dictator and military officer Omar al-Bashir.

The RSF responded swiftly to these attacks, defeating the disguised SAF personnel in less than 10 minutes.

During our counterattack, the RSF destroyed four Land Cruisers and seized four others, annihilated four tanks, and took control of one tank, which remains in sound working order.
