What's the purpose of repeating policy that lacks coherence and is essentially ineffective?

Does the US really care about the Eritrean struggle for rule of law or does it intend to hijack the struggle to serve its need? Is it looking for a proxy?

Does the aspirations of the Eritrean people line up with the strategic view of the US concerning the Red Sea?

What economic interests does the PFDJ have in US territory that can be affected by sanctions?

Is PFDJ major threat to US interests or a minor nuisance?

Is there any meaningful support the US has given to reform-minded Eritreans?

The US is not concerned with Eritrea. It is fishy. Isn't it. Isayas may still have a very strong connection with the US. Who knows ? If he was a real enemy of the US, do you think they would stand him till now ? Remember Gadaffi, Sadame Hussein and co. They crossed the line, hence they met their maker unceremoniously. Assad's aszzz was saved by the Soviets. Isayas knows who really to mess around with. Not, the likes of powerful nations the US for sure. Eritrea is not enough for Isayas.
