How does scaling work?
There are at least three ways of scaling grades, each one of which has different distributional implications, but in Ethiopia's case scaling the grades by just adding 10 percentage points to every student's grade is the best option. It has the advantage of simplicity. But a constant amount added to each student's grade represents a greater percentage increase for low-scoring students than for high-scoring students.
