Abiy's forces claimed to be in control of the areas where the massacre occurred; so who else could be responsible, other than his forces? It could be his attempt to rally Amhara's to come and fight OLA, since his men are losing badly to OLA in Oromia, and that way, the amhara weaken themselves fighing in oromia, and the OLA too becomes weakened by fighting multiple foes-but this will only delay the inevitable; which is, an OLA takeover of Oromia, which despite you and others beliefs, is the OPDO's worst nightmare.
