He is only trying to appease the Diaspora Agames. He is not in a position to conduct a referendum. They can't even feed themselves. Things will get much worse for them as the blockade continues. Eventually, there will be civil wars in Chigray and the cursed land will be splintered into three parts.

He's bluffing, he knows an independent tigray, even if that were to occur; could not survive... especially if it's surrounded by enemies on all sides. If they somehow make peace with all of their neighbors by making concessions, they may, MAY be able to import and export through Eritrea if Eritrea decides to feel bad for them and let them do business there. Otherwise, it'd be afar via djibouti, which maybe more likely.... but from what I see, the afar are furious due to the tplf's crimes against afar people.
