Saudi Arabia, UAE Top Gulf Investments in Horn of Africa

Tuesday, 5 April, 2022 - 10:30

The Russian-Ukrainian crisis highlighted the strategic importance of the Horn of Africa region. (Asharq Al-Awsat)

Riyadh - Fatehelrahman Yousif

A recent study pointed to the growth of Gulf investments in the countries of the Horn of Africa, especially in Ethiopia, Sudan, Somalia and Djibouti.

Africa has become an increasingly vital partner for the Gulf states. Investment flows from the Arab Gulf to sub-Saharan Africa amounted to about $3.9 billion between 2005 and 2015, according to recent statistics based on completed projects.

The Russian-Ukrainian crisis highlighted the strategic importance of the Horn of Africa region in terms of its strategic location overlooking the oceans, global trade routes and straits heading from the Gulf states to Europe and the United States.

A recent study issued by the King Faisal Center for Research and Islamic Studies on foreign investment in African countries showed that Gulf companies invested more than $1.2 billion in the sub-Saharan African region, from January 2016 to July 2021, with 88 percent of projects coming from the UAE and Saudi Arabia, followed by Qatar and Kuwait.

The study noted that the region enjoyed attractive investment potential, as 44 percent of its agricultural area is still unexploited, in addition to its great livestock and oil wealth.

Saudi Arabia invests about two million hectares in a number of African countries, while a large proportion of the Kingdom’s agricultural projects are concentrated in eastern Africa.

Djibouti, which is located on the Bab al-Mandab strait, has become a logistical hub for agricultural trade movement between Saudi Arabia and East Africa.

Saudi investments in Sudan have also increased, according to the study. The value of joint projects over the last two decades amounted to $35.7 billion, including ongoing projects that are estimated at $15 billion.

In Ethiopia, around 305 Saudi investors obtained licenses in a period of ten years, to implement 141 projects in the field of agricultural and livestock production and 64 other projects in the industrial sector.

According to the study, the UAE is the fourth largest global investor in Africa, after China, Europe and the United States, respectively, and the top Gulf investor in the continent, with investments reaching $25 billion between 2014 and 2018.

Those projects cover airlines, construction and investment funds.

The Abu Dhabi Fund for Development was at the forefront of investment and financing activity in Africa, as it financed more than 66 projects in 28 African states, with a value of $16.6 billion in 2018. The Fund also allocated $50 million to Emirati companies wishing to invest in Chad.

TPLF and People of low intelligence like Ethoash put Eritrea's authoritarian regime under so much stress and hopelessness that it doesn't have room for anything else in its policy of governing the country. It doesn't have room for investment policy, economic policy, job creation strategy or anything like that, As a result up to 98 percent of Eritreans have fled from their country.

Agames discussing Eritrea is funny! In any case, there are two reasons why investors do not flock to Eritrea.

First, foreign investors are not in the business of charity. They invest their money where they can make the maximum killing. They choose those environments which will allow them unlimited profits. Eritrea, by design, makes it impossible for investors to mercilessly exploit its people. It is degrading to the people of Africa how these foreign investors treat the locals. It is virtual slavery. Take, for example, the mining industry. Most African countries get at most 10% of the profits of their own resources. In Eritrea, we demand 50% ownership. When you add the taxes that have to be paid and the benefits to the employees, most of whom must be Eritreans, Eritrea gets up to 70% of the profits. In addition, Eritrea makes sure that any foreign investor must train Eritreans at all levels, because the policy is for Eritreans to gain the knowhow necessary to run their own enterprises. And that is how it should be. Foreign investors may complain but they have nothing to complain about making 30% profit.

Second, Western imperialists have tried hard to stop Eritrea from becoming an example for Africa. Imagine if all Africans were to demand 50% of the profits of their resources. Thus, they have used their condoms like the TPLF to hamper Eritrea. When that failed, they came with all sorts of nonsense, like Eritrea supporting AlShabab, to impose sanctions. The idea is to make Eritrea unattractive to investors. The length the Western imperialists have gone to defeat Eritrea is criminal. Eritrea's policy of self-reliance is anathema to neo-colonialists. What they love is servile condoms like the Tigrayans.

Blame everyone else but DIA, Eritrea makes itself unattractive to investors and its neighbour countries, the borders has remained effectively sealed off from the outside world for the past 25 years, who is to blame? the western imperialists? The bottom line is that Isaias Afwerki single-handedly destroyed Eritrea.

AgameLady,

Westerners have been investing in Africa for the past 60 years with no change in the lives of the people. You don't seem to understand that it is better to develop yourself by yourself than be a slave for foreign capital. You should educate yourself before you blubber about a topic beyond your chimpanzee level IQ. But then again, you are an Agame who is always willing to serve anyone with cash!

The truth is sometimes a hard pill to swallow, If you are sure you fully understand what I am saying but don’t agree with it, Just stop reading as soon as you come to that realization, Remember everyone has their own opinion.
it is better to develop yourself by yourself than be a slave for foreign capital
Exactly and the first thing you have to do is open the borders to neighbouring countries, Right now, two percent of Eritreans are under siege and trapped in Eritrea, while 98 percent of Eritreans have fled from their homes and thus scavenging through Europe. north America, Middle east countries etc, That is why Eritrea is shockingly empty, but anyway Eritrea's short history as an independent country has been very turbulent.

Djibouti Invites Saudis to Invest in Africa’s Largest Free Trade Zone

Wednesday, 1 June, 2022

Part of the meeting between the Djibouti delegation and members of the Saudi business community at the Federation of Saudi Chambers on Tuesday, May 31, 2022. (Asharq Al-Awsat)

Riyadh - Fatehrahman Yousif

A delegation from Djibouti, led by Chairman of the Djibouti Ports and Free Zone Authority Aboubaker Omar Hadi, held talks with members of the Saudi business community at the Federation of Saudi Chambers in Riyadh on Tuesday.

Discussions tackled the economic and investment opportunities and means to double trade exchange between the two countries.

Hadi called on Saudi entrepreneurs to invest in Africa’s largest free trade zone, which covers 48 square kilometers on the Red Sea, affirming the availability of an appropriate infrastructure to receive Saudi investments in various sectors

He pointed to its unique geographic location, which makes it a key network for economic and commercial exchanges at the African and global levels.

Hadi further referred to the Authority’s goals in the field of ports, logistics and free zones, noting that his country is a large gateway to an almost 1.3 billion population in Africa.

He underlined the country’s strategic location between trade routes of the East and the West, with over $2 trillion worth of goods passing through every year.

Djibouti has also maintained its currency rate at a fixed parity with the US dollar for over 40 years and enjoys a free currency exchange policy.

Djibouti Ambassador to the Kingdom Dya-Eddine Said Bamakhrama told Asharq Al-Awsat that the future of bilateral cooperation will expand to include strategic partnerships.

This could be achieved by benefiting from the integration of development programs in his country with the Kingdom Vision 2030’s programs and objectives, in light of the available investment opportunities and enhanced bilateral ties.

FSC Secretary-General Hussein al-Abdulqader lauded the historical ties between the Kingdom and Djibouti.

He underscored the importance of taking advantage of the available investment capabilities and opportunities to develop more commercial and investment partnership projects and raise the volume of trade between the two countries, which has reached about SAR7 billion ($1.86 billion) with a growth rate of 103% in 2021 compared to 2020.

There is still a great chance to raise this figure in line with the efforts made and the available investment opportunities, Abdulqader added.

Japanese company interested in Djibouti geothermal lithium

By Carlo Cariag - 15 Jun 202

A delegation from Itochu Corporation had a meeting with the Djibouti Minister of Energy to express their interest in lithium and potassium extraction from geothermal fluids.

A delegation from Japanese multinational company Itochu Corporation recently had a meeting with Djibouti Minister of Energy in Charge of Natural Resources Mr. Yonis Ali Guedi. During this meeting, the Japanese delegation expressed their interest in two projects – namely the extraction of lithium and potassium from geothermal fluids, and the construction of an oil refinery.

Itochu Corporation was one of the four companies that were shortlisted for the construction of the Olkaria VI geothermal power plant in Kenya, as we reported. Meanwhile, the last update of the geothermal project in Djibouti was the commencement of drilling of the first three wells at Galla Le Koma in late 2021.

Mr. Kenichi Kishi, the CEO of Itochu Corporation for the Africa block, was part of the delegation. For his part, Mr. Yonis Alsi welcomed the investor’s approach but advised them to communicate with the Djibouti Office for the Development of Geothermal Energy (ODDEG) regarding the exploitation of geothermal fluids.

Although no formal commitments were made during the meeting, the two parties agreed to continue the negotiations.

Ethiopia and Djibouti reach agreement on completion of Galamo-Moloud road

Addis Ababa, March 23, 2023 (FBC) – Ethiopia and Djibouti have come to an agreement on the completion of a crucial road that will connect the two countries. The 35-kilometer road between Galamo and Moloud will enable the smooth circulation of vehicles and cargo, enhancing transportation between the two countries.

The agreement was reached during the February visit of Alemu Simie (PhD), Ethiopia’s Minister of Transport and Logistics, and his meeting with the President of Djibouti, Ismail Omar Guelleh. Alemu Simie is now in Djibouti to oversee the execution of the agreement.

During his visit, Alemu Simie met with Abubakar Omar Hadi, President of the Djibouti Ports and Free Zones Authority, and his team to speed up the construction of the road. The agreement ensures that the Galamo-Moloud 35-km road will be completed within a year, with appropriate payments being provided to the Ethiopian Construction Works Corporation (ECWC).

In addition to this, a delegation from the Ethiopian Customs Commission, led by Commissioner Debele Kabeta, recently paid an official visit to Djibouti from March 20–23, 2023. They met with their counterparts in Djibouti’s customs authorities to address various customs-related matters.

The customs authorities discussed several concerns on customs-related matters, including HS Codification, Custom Values, TIN Number Guarantee, Ethiopian Bill of Loadings, Facilitation of Train Procedures, Export Procedures, and Regional COMESA Transport Guarantee Bonds (RCTG). After three days of discussions, an agreed minute was signed to provide solutions to improve customs efficiency.

These recent developments, including the agreement on the Galamo-Moloud road and the resolution of customs-related issues, indicate that both Ethiopia and Djibouti are committed to working together to enhance trade and transportation.

During the meeting, the State Minister expressed gratitude for Canada’s continuous support to the Ethiopian people and strong partnership.

Ethiopia explores cross-border transport service with Djibouti in effort to foster regional connectivity

October 10, 2023

Addis Abeba – A high-level delegation from Ethiopia, led by State Minister for Transport and Logistics Bero Hassan, recently embarked on a journey to Djibouti. The primary objective of the visit was to engage in discussions with counterparts, including Hassan Humad Ibrahim, Djibouti’s Minister of Infrastructure and Equipment, regarding the potential initiation of a cross-border public transport service between the two nations.

The meetings yielded positive outcomes, as both parties expressed their commitment to enabling seamless transport connectivity. As a significant step towards this goal, a joint team of experts has been assembled from both Ethiopia and Djibouti to prepare a draft agreement. A formal signing of the forthcoming agreement is scheduled for mid-November 2023.

The Djibouti-Galafi road, which serves as Ethiopia’s primary logistics route, remains a significant hindrance to the resumption of public transport between the two nations due to its current poor condition. In January 2023, the Ethiopian Shipping and Logistics Service Enterprise revealed that a significant portion of the 200-kilometer road connecting the Djibouti port to the Ethiopian border through the Galafi checkpoint has suffered extensive damage, necessitating extensive maintenance and repairs.

The upgrading of the Djibouti-Galafi road is currently being carried out by different contractors. The first section of the road, spanning 20 kilometers from Galafi to Daguiro, has already been completed. The second section, which covers a distance of 60 kilometers from Daguiro to Galamo, has been assigned to China Civil Engineering Construction Corporation (CCECC) and is presently undergoing construction. According to the Ministry of Transport and Logistics, the Chinese contractor has committed to paving a minimum of 10 kilometers of the road with asphalt by December 2023.

In May 2023, an agreement was reached between Ethiopia and Djibouti to enhance the 35-kilometer road connecting Galamo and Moloud. The Ethiopian Construction Works Corporation has been awarded the project and has already commenced construction work.

Although short-lived, Ethiopia and Sudan initiated a similar venture in 2018 by establishing a cross-border transportation service connecting Addis Ababa to Khartoum. This notable effort came to fruition after the successful completion of a trans-border highway project that entailed an arduous eight-year construction process. AS

The countries are enjoying encouraging cooperation in the areas of political, economic, trade and infrastructure based on mutual trust, the ambassador indicated.

He said the people of Ethiopia and Djibouti are strongly interlinked with culture, language and other social bandages.

Regarding infrastructure, the Ambassador noted collaborative efforts are being underway to improve road conditions from Djibouti to Ethiopia.

The countries are also working to address complaints about Djibouti's customs services and expedite imports at Djibouti's ports.

Ambassador Birhanu highlighted joint initiatives like transporting fertilizer at a rate of 5-6 tons per day.

He also highlighted how the two countries implemented Green Legacy Initiative by importing seedlings from Ethiopia.
