Why Isaias started the Ethio- Eritrea war in 1998?

According to the UN investigation report it was Isaias who started the 1998 war and the UN has established the compensation amount Isaias has to pay to Ethiopia.
However, what were the reasons why Isaias started the war:
- He was frustrated the USA chose Ethiopia as a regional actor instead of Eritrea
- He could not accept his junior comorade Meles Zenawi becoming more prominent and important in the geopolitical circle
- EPRDF prevented him from exploiting Ethiopia's economy with out a rule of game ( a zero sum game based on Eritrea only for Eritreans but Ethiopia for every body)
The land issue was and is still just a cover up!
However, what were the reasons why Isaias started the war:
