What he is trying to say makes a lot of sense but his problem is lack of coherence. Al-Sisi is famous for being incoherent . He wants to say something and ends up saying something else which often leads to misunderstanding. The position of Al-Sisi is this:
1_People are Muslim or non-muslim in the Egyptian society according to the families they are born in.
2_Once you are grown up you have the possibility to question things which are done in the name of your religion by people who read religion in a different and misleading way.
So, Al-Sisi is saying once you are an adult and no more a child you do not have an excuse to sit and watch harmful things being done in the name of religion in your society.
