There are enough evidences that the war is not just between tplf and Ethiopian government. TPLF is a bandas used as a tool by foreign enemies to pass their longterm agenda to eco-colonize Africa. TPLF leaders want to save themselves from being tried or killed. They don't have any other option other than to try to separate Tigray from Ethiopia or to use any foreign elements to "protect them" while the latter would also pass their agendas.

Ethiopian government must focus on removing TPLF. The idea of a separate Tigray never be entertained for the following two main reasons:

1) TPLF has forcefully brainwashed the people of Tigray and it's trying to be the kingmaker of all Tigreans. As of now, there won't be any outcome of a referendum that is different from what TPLF wishes. Thus, the Tigray people will never have a free voice. Any choice for a referendum should not be entertained as long as TPLF is around

2) As Satan pushes the possessed to hell, foreign enemies pushes for a separate Tigray so that they can use that land as a launching pad to attack Ethiopia

That said, am questioning the level of maturities (or consirecies) around the Abiy club. Note the following blunders:

1) miscalculated (or maybe forced) withdrawal of Ethiopian army
2) letting TPLF invade the neighboring regions and commit all sorts of reported crimes, watching idle as tplf unloaded tens of thousands of their criminal combatants in those regions
3) not arming the locals intimate to defend themselves
4) prematurely declare TPLF as duket
5) saying there will be a operation that would make everyone speechless
6) the controversial words of Adanech Abebe, which didn't take into account the associated risks with regard to the safety and security of the country. Unless there is a hidden consirecy among the PP (OroPP) that may put both opp and tplf on the same agenda.

7) the very clumsy or passive actions of Abiy that contributed to this huge mess. One may also wonder why

TPLF can be beaten but the foreign enemies would keep conspiring on Ethiopia. The hastily organized puppet individuals by USA is a clear testimony on how far the enemies have decided to go its never heard such kind can gapped on a democratically elected leader of a country. Ethiopia is now an experiment to recolonize Africa, more precisely to eco colonize (more of economic interests)
