How Did Ethiopia So Badly Miscalculate Its War with Tigray?

A mission to rid the country of “Terrorist TPLF” is leading Ethiopia in tragic directions. As we approach the 1st anniversary of TPLF’s attack on the Northern Command, I cannot escape this sad conclusion: The Government of Ethiopia, and the nation as a whole got nearly everything about its response wrong, on the big issues and the little ones, leaving today the people of Ethiopia more afraid, more confused, and more alone in the world.

Miscalculating the war?

A miscalculation by the Abiy Administration transformed the uneasy relations between the Tigray Regional State leaders and Abiy Ahmed into open hostilities. Abiy’s military planners have conducted the war by miscalculation. They erroneously estimated their adversaries’ military power, mobilization capabilities, and reaction of the international community. The result has been a tragedy of miscalculation, putting into question the unity of the whole country.

This war is an identity-power driven war, where both parties are more interested in consolidating their personal power than in state-building. In such wars there are direct and indirect costs of war, that the indirect costs are far greater than the direct costs, and that the costs of war endure long after a formal political peace is agreed. And yet, relatively well to do Ethiopians who should have known better, have fully embraced the war, accepting blindly three myths about this military campaign as truth:

Myth no.1 – It’s going to be a ‘short war’.

Remember both the French and Germans in 1914 also believed the conflict would be short, but World War I lasted four years and took millions of lives. The same can be said about the Afghan or Iraq wars or the Ethio-Eritrean war. They zig zagged, they took longer time to end, were much more expensive, much bloodier, much more horrific than anyone thought at the beginning.

Myth no.2 is all about ‘We are the mighty’. Ethiopia’s past victory over Fascist Italy encourages this myth. People believe Ethiopia has one of the best army and air force in the continent. Many also believe that will be enough to defeat an enemy. But that’s not enough. You’ll need at least plenty of courage, which the country has aplenty, but also great war generals. Which we seem to have in short supply. As they say: a good general can make bad army look good!

Myth no.3 is the idea that 'Armies go to war'. In the case of Ethiopia, the army didn’t go to war, the nations did.

The long-term damage resulting from the Abiy Ahmed administration miscalculations is quite significant. While part of the damage is physical, even more significant is the mental damage amongst the people in the region and the population at large. Ethiopia’s future political structure is also looking hazy, and its feeling of isolation obvious. It should now be clear that Ethiopia can only be secure if it achieves lasting peace not just with Tigray, but with all the other regional states. Weakened by this war, it is difficult to see how PM Abiy Ahmed emerges unscathed from this episode. More deeply, whether the PM stays or goes, it remains to be seen whether Ethiopia will learn from this misadventure and embark upon a serious attempt to sue for peace. Sadly, I can’t escape concluding the “enemy” that we are fighting are ourselves!

Years of negotiations are better than war.

The powers-that-be have chosen war (or ‘law and order operation’, whichever way you want to call it) to settle the current internal disputes and build the country’s unity. But guess what? History tells us most internal wars, as opposed to interstates wars, end with the extermination, expulsion, or capitulation of the losing side. Civil wars rarely end in negotiated settlements. In fact, groups fighting civil wars almost always chose to fight to the finish unless an outside power stepped in to guarantee a peace agreement. Studies show between 1940 and 1990 55 percent of interstate wars were resolved at the bargaining table, whereas only 20 percent of civil wars reached similar solutions.

What to do?

The answer is straight forward, negotiation or mediation is the only way out to save hundreds of thousands of lives to a senseless war. This war is not beyond compromise. Let’s not get stuck into a game of deadlock. There is no compelling reason why ‘enemy brothers’ would forgo negotiations in favor of potentially lengthy battlefield contests.

Of course many may laugh at this suggestion… or ignore it completely. Or they may find it difficult to control their anger… until it’s too late to prevent the fragmentation of the country.

In any case, coming back to the topic of negotiation, IF the government wants to reduce the chance that peace talks will signal weakness to opponents or domestic constituencies, one strategy is to begin back-channel negotiations out of the public view. That may allow parties to reach agreements before the stage when their publics would support protracted negotiations and compromise. The Israeli and Palestinian negotiation in Oslo, out of the view of the pubic, is a good case to learn from. A similar secrecy shrouded the negotiations of the Joint Comprehensive Plan of Action for Iran.

In the end, deciding not to negotiate directly and indirectly harm – rather than help – Ethiopia.

With do respect, I have listened to this man speak a couple of times. He appears smart but he has no clue what politics is all about and he has zero grasp of the relationship between politics and power including military power. He is classic businessman and merchant type grasp of social organization. TPLF fought wars fro 17 years and took power by force. TPLF ruled single party for 27 years using military, police, security power - organs of violence. Gebur Gena does not understand what state power is all about. When TPLF lost its position of power, wealth, fame, and status, it refused precisely because it knows how state power is gotten and lost and kept. Kebut Gena grasps none of this kind of political science. For him everything is mere business negotiation and mediation. No wonder that he couldn't win his kebele in the last election.

A clearly developing split between Birhanu Nega and Kibure Nega!Both of them of EZEM;a party that stole the transitional roadmap and rigged it in its own favor;alas addis ababaians punished its intransigence by denying it a single seat.

Kibur presented the cost and consequences of this war and has sided with ending the crisis through negotiation; he is clearly of the opinion that this war is not winnable:The irate and greedy gurage's have insist on the total elimination of TDA and OLA so that they become the only actors behind the throne of their man-child king! The calculation here is that, even at a loss, they themselves risk loosing nothing!

Kibur Gena needs to call out the risk-free gamble that his friend birhanu negga is involved in!

What other choice did Ethiopia had to begin with?

When someone is diagnosed with some sort of cancer as Ethiopia or the horn of Africa is at the moment because of Woyane: The first thing that comes to mind is to get rid of the tumor and hope it is none cancerous. Nevertheless if it turns out to be malignant; the decision to remove it at once become urgent.

More deeply, whether the PM stays or goes, it remains to be seen whether Ethiopia will learn from this misadventure and embark upon a serious attempt to sue for peace. In fact, groups fighting civil wars almost always chose to fight to the finish unless an outside power stepped in to guarantee a peace agreement. Studies show between 1940 and 1990 55 percent of interstate wars were resolved at the bargaining table, whereas only 20 percent of civil wars reached similar solutions.

The answer is straight forward, negotiation or mediation is the only way out to save hundreds of thousands of lives to a senseless war. This war is not beyond compromise. Let’s not get stuck into a game of deadlock. There is no compelling reason why ‘enemy brothers’ would forgo negotiations in favor of potentially lengthy battlefield contests.

Of course many may laugh at this suggestion… or ignore it completely. Or they may find it difficult to control their anger… until it’s too late to prevent the fragmentation of the country.

In any case, coming back to the topic of negotiation, IF the government wants to reduce the chance that peace talks will signal weakness to opponents or domestic constituencies, one strategy is to begin back-channel negotiations out of the public view. That may allow parties to reach agreements before the stage when their publics would support protracted negotiations and compromise. The Israeli and Palestinian negotiation in Oslo, out of the view of the pubic, is a good case to learn from. A similar secrecy shrouded the negotiations of the Joint Comprehensive Plan of Action for Iran.

In the end, deciding not to negotiate directly and indirectly harm – rather than help – Ethiopia.

This man is disgraceful. After admitting TPLF’s attack on the Northern Command, an attack like no other turns round to blame the Government of Ethiopia and the nation for its response. when T.P.L.F attacked the Norther command its motivation, was to confiscate 75 of Ethiopia's mechanized weaponry and to turn against the government of Ethiopia and overthrow it. Had T.P.L.F succeeded, with weyanes culture of vindictiveness and OLF eagerness to join in the bloodletting, Jeffrey Feltman’s evil comparison that Ethiopian’s civil war would make the Syrian civil war a child play could have materialized a year ago.
I have no idea if this man considers anything sacrosanct national issues that would never be put for negotiation. And there is no nation in the history of the world that negotiates with an insurrection of any kind that targets the national army when the army is not engaged in the war with the political group. T.P.L.F targeted ENDF because it considered the confiscated weaponry that was under ENDF would make it much easier to achieve its goal of overthrowing the government. The ENDF was the just means to an end. The Ethiopian people war against T.P.L.F is a legitimate war. Tigrian people if they chose to live under T.P.L.F they are within their right to do so. If they want to go their separate ways more power to them but Ethiopians would never allow weyanes to be in the federal government governing structure.
Word of caution: Having a cause to fight for is a prerequisite to ending a war successfully but all just wars don’t end up successful if they are not lead by professional warriors. If a country doesn’t lead its war and peace competently no amount of emotional babble can make things get done. Abiy needs to get the most competent leaders both within the military and civil society in the position of power.

I think when USA aspired to put its choice of government in Ethiopia it brought this guy to its sphere. Why the guy was chosen ? He is an Amhara. He was quiet for awhile. He might have gotten some order, I think. He is part of the government of Lidetu, Yared Tibebu, and the former Ethiopian prime minister now a “ devote” Pentecostal.

Why would USA choose an Amhara person to the highest office in the country while the Amhara political psychology is what USA is against? :lol: If that person you are referring to is Mr Gena, he ain't ethnic Amhara. If you need to find his ethnic heritage, you might need to do some research. One would also try to reconcile where the Lidetu and Yared Jebessa camp is standing vis -a -vis the super majority Amhara people's interest. These are sold -outs who served the fascist TPLF in earnest and murdered the Amhara people. However, I fully understand the Tigstu Yirdaw political views.

ZA , the US still believes what was told by TPLF : the problem is the Amharas. If they included a so-called opposition Amhara the reasoning is the Amharas will accept him. Do not forget the time. The lady who love Ayatollah flew to USA to interview Yared Tibebu. A month or so ahead Merrrara flew to US. Yes, a coup was planned when that failed the Uber drivers show followed.

Kizenam, Ethiopians can be befriended with any country they want to be befriended with. Just because you are serpentine and have been inciting hatred among ethnic groups for your entire life doesn’t mean others are also like you. Why would I hate Tigreans? I only hate those wishy washy Tigreans & cursed woyane rats like yourself that couldn’t make their mind. Shabiya trained you & brought you to power. When they started to compete in your theft business, you felt their eyes look different & you kicked them out. When things started to get rough, you floated the idea of Tigray-Eritrea confederation. Then when you get closer to Addis, you set up a transitional government & retrieved Ethiopian songs. When you get hit in the head by ENDF, you declared that you wouldn’t eat Injera & Berbere & have nothing to do with Ethiopia anymore. Ethoash whenever you are cornered you argue that I am an Eritrean. That is beside the point here though. You claimed Eritreans want Amharas and Tigreans to kill one another. No, the Eritreans who visit ER regularly want TPLF to be gone for good. And so do I. If that qualifies me as an Eritrean let it be. By the way Ethoash grow up. There is no Tigreans hate. There is however — I do not know if hate is the right word — a desire to see TPLF dead. There is a reason for it. As long as TPLF is allowed to exist Ethiopia will never be a peaceful country. The TPLF leaders have an inferiority complex that will never be cured. The bunch of guys who ruled Ethiopia for nearly three decades still blame Amharas for everything evil. Their understanding of Ethiopian politics let alone the world is downright stupid. Inciting and spreading hatred between Ethiopians to them is a genius foresight only they could figure out. Those old guys will die within less than a decade anyhow. I do not think there will be a new generation of Tigreans who would be as insecure as they are. Their hate based politics might die with them. There is hope after all.
