Did Ethiopia fail to fill the GERD dam?

in his speech to the security council, Ethiopia's water minister Dr Seleshi stated that Ethiopia is going to go ahead with the second phase of filling the GERD dam with 13 billion cubic meter. however, arab media are claiming that ethiopia only succcessed to fill the dam with only 3 billion cubic meter. which statement is correct

Today, 19th July, 2021, the GERD reservoir reached overtopping water level. ( ..failure by definition is not reaching overtopping water level. Ethiopia has done that with success. The total target is 74 billion m³.)

There is now enough water to install and operate the dam’s first two turbines, which would allow the project to start producing energy for the first time, said the official, who spoke on condition of anonymity because he was not authorised to brief the media.
