Sudan is borrowing $1.5 billion dollars from France just to make the interest payment on its staggering $60 billion dollars debt owed to the IMF. Note that the principal will remain the same, forever!
That's like going to a Check Cashing place and borrowing money at high interest rate just to make the minimum required monthly payments on your Credit Cards debt. Then you will have not one, but two creditors to worry about. It's not a very clever thing to do, but what do you expect from a military junta whose survival depends on its mercenary work.
