As we now there are three prison cells in Ethiopia that was established during MELES for international terrorist group. Any citizen is entitled to draft a constitution, but it becomes a serious national security concern when there's evidence of an attempt to distribute the document to the public without government's approval or authorization. Handing the draft to government officials, even to the Prime Minister, alone doesn't give the offender the right to distribute it to the public. Only elected representatives of the people have the power to form a delegate that lay the groundwork for the constitution, and this prevents foreign enemies of the state like Martin Plaut from drafting an Ethiopian constitution and distributing it to the public by employing diaspora-based mules, I mean horses. The Ethiopian government did the right thing in exposing the alleged fraud.
