Morally and legally, Tigray can declare independence. I think the Abbiy government is certain that Tigray will not declare independence. Tigray is a land locked small and dry parcel of land. Its viability as independent nation is very questionable. Tigray without Humera and welqait can not survive. Amharas won't let the Western part of Tigray go. A lot of Ethiopians are daring Tigray to declare its independence. Many Tigrayans want to be part of Eritrea. But, that is impossible. There is no basis on the international treaty to have that. Most Eritreans like me, just want to keep Eritrea small, law abiding and loving nation like Denmark in Europe I don't even like too much complexity with Ethiopia. But, the unelected government in Eritrea is doing whatever it wants without asking the people . The region is very turbulent. BTW, it is impossible for any part of Ethiopia to declare independence no matter what. There is no internal boundary accpeted by all parties. If Ethiopia disintegrates, it won't be like Yugoslavia. It will be far more deadly and violent. Hence, the international power brokers will try to keep the nation's integrity.

But, the war in Tigray will wane, but guerrilla war will continue. That is dangerous for the country. Abbiy's mistake was involving Amhara special forces and militias to get involved. For one thing, Amharas and Tigrayans who were the closest in terms of identity and history now are deadly enemies. Abbiy is not changing the constitution for them. Amharas are betrayed. Amharas will not sleep at night neither would the Oromos. Local special forces with deadly weapons is not good for the country either. TPLF fu-cked up. Abbiy followed the suit. He could have conducted the war with disciplined federal forces. Unfortunately, he was the revenge mood on Tigray not just TPLF. Hence, instability in Ethiopia as well as the horn continues.
