The senators who wrote the letter are under the wrong impression that Jeffery Feltman doesn't know anything about the conflicts in other parts of Ethiopia that have Egypt written all over it, and it would contradictory for him to raise those issues, when doing so would reveal something about his hidden agenda he doesn't want people to know.
When Egypt and Ethiopia are seen through a prism of US national interest, US policymakers view Egypt more favorably than they do Ethiopia due to the strategic importance of the Suez Canal to US interest. It is for this reason that, the US provides the Egyptian junta with $1.3 billion a year in military assistance.
Ethiopia, fortunately, is no longer ruled by the ethnic agame minority junta, and their overthrow has complicated things for the US policymakers accustomed to a yes-man, servile regime in Ethiopia. The now-defunct agame minority regime did not start the construction of the Ethiopian dam to produce electricity, but rather to pressure Egypt into sending Nile water to Israel. So that was OK for Jeffery Feltman. The new government in Ethiopia, however, is determined to complete the dam and produce power electricity to change the quality of life for its 110 million citizens. That's not OK for Jeff.
Jeffery Feltman is saying that, the 110 million Ethiopians can go to hell if it serves Egypt's agenda in keeping the lion's share of the Nile water. In the new Ethiopia, a country that is ruled by the majority, the Prime minister is only accountable to his own citizens, not to Jeffery Feltman, no matter how light his skin pigmentation. The major conflict is not in Ethiopia, but on the geo-strategic chess game. Ethiopia needs to play the game smart.

Fiyameta, you put it well. Yes, the Ethiopian government has an obligation to not allow nonEthiopians decide the fate of Ethiopia. I am confident it will do just that.
