This is definitely not the voice of Debretsion. The mimic tries but fails because he cannot get the pitch, tone and rhythm right. The only question what happened to Debretsion that these clowns are forced to fake his voice? Is he alive or has he also lost his head to the machete.

If the leader of a gang that is pretending to be leading an insurrection doesn't attempt to shore up the morale of his followers by voice and video, then it is only because he couldn't.
