addis ababa is a tough place to survive. it is very hard for farmers to survive in addis.

Those with money and sentiment are the ones who are able to live in Cities like Addis Ababa. The farmers are cashing out before any reversal is happening. There is no guarantee that they won't come again for claiming the same properties for the third time.
Social engineering would only make matters worse for everyone.
