The US President can send his DISASTER ASSITANCE RESPONSE TEAM/DART to any country, coz it will have full US Army support and protection if and when the need arises. According to the US Gov. press release, the participation of AU and UN is welcome but not mandatory to help Biden's DART for Tigray, accomplish its hallowed mission. And as far as Ethiopia's role, you guessed it right, it has to acquiesce about it or if it resists it will be dismantled into pieces.
