A good move, if it happens, but if it does: it's most likely due to the pressure from the powers that be of the world, and to try and regain the Oromo support base he mostly lost, because he knows that another Oromo movement can topple him in the same manner that it toppled the once-upon-a-time, seemingly powerful, TPLF.
