War in Ethiopia Threatens China’s Economic Penetration in Africa

Less than a year after being awarded the Nobel Peace Prize, Ethiopian Prime Minister Abiy Ahmed launched a military operation against the country’s northern Tigray province. Ethiopia is often described as the Horn of Africa’s pillar of stability and has become a hub of Chinese infrastructural and economic expansionism into Africa – but this can all be threatened now with the descent of what appears to be a civil war.

With the world distracted by the U.S. Presidential Elections and its post-vote drama, as well as the war in Artsakh (more commonly known as Nagorno-Karabakh), Abiy alleges he launched a military operation in Tigray province on November 4 in response to an attack by the Tigray People’s Liberation Front (TPLF) against an Ethiopian military base that resulted in wounded soldiers and the looting of their belongings.

On Monday, the Ethiopian military reported that they were “hitting targets with precision” in Tigray province to “re-establish constitutional order.” Despite the Tigrayans making up only about 6% of the country’s population, the TPLF have dominated Ethiopian politics for decades. With the arrival of Abiy, belonging to the Oromo ethnicity, Tigrayan political domination began to recede, including through deliberate efforts by the central government.

Abiy’s decision to postpone the country’s parliamentary elections because of COVID-19 was the last frustration for the TPLF. Abiy postponed the elections because it was likely he would not be able to achieve a majority to remain in office. The TPLF argue it was an anti-democratic decision made possible by the pandemic. The TPLF decided to hold elections in Tigray province, even without authorization from the central government in Addis Ababa. Having been marginalized from power that it once held, Tigrayans used this chance to accuse the prime minister of violating democratic principles and, despite federal laws, conducted their own parliamentary elections.

Abiy came to power in 2018 as a new leader willing to undertake profound political and economic reforms in Ethiopia and was awarded the Nobel Peace Prize in 2019 for concluding the armistice between his country and Eritrea, bringing a final conclusion to the conflict that waged between 1998 and 2000. His reforms, however, are rekindling old ethnic nationalisms and tensions between different states in this multinational republic.

According to the 2007 Ethiopian census, the Tigray region is 96% ethnically Tigrayan and is wedged between Eritrea and Sudan, as well as the Amhara and Afar regions of Ethiopia.

The Tigrayans accumulated considerable military experience because of the war between Ethiopia and Eritrea. Although the TPLF defend the autonomy of different ethnic groups in Ethiopia through ethnic federalism, from the 2000s onwards the group started to be accused of exercising authoritarianism, resulting in its political power decreasing.

There is no evidence however that the TPLF are receiving international military support at the moment, as they appear to be a separatist movement. The TPLF believe this is a civil war, while the central government claims that the battle is an operation to re-establish the constitutional order. If Addis Ababa succeeds in quickly achieving constitutional order, it will certainly be a political victory.

But more crucially, Addis Ababa need to achieve peace before the war spreads as it can expose many other volatilities in the region. The Horn of Africa, made up of Ethiopia, Sudan, Somalia, Eritrea and Djibouti, is considered one of the most volatile regions in the world.

The battles in Tigray could directly influences neighboring countries. Eritrea for example only became independent from Ethiopia in the 1990s, and the TPLF fought alongside the Eritrean liberation movement. Eritrea and the TPLF could rekindle their relations. Another example is that the waters of the Nile, which 86% of its flow comes from Ethiopia, is of critical importance to the survival of countries like Egypt and Sudan.

Any internal problem in Ethiopia can lead to drastic crises throughout the region.

For China, such an unravelling of instability in the region will affect their growing influence and economic expansion into Africa. Ethiopia is often described as “China in Africa” as Chinese companies are heavily investing in Ethiopia’s textile, pharmaceutical, construction and manufacturing industries – more so then anywhere else in Africa. According to the Ethiopian Investment Commission, by the end June 2020, Ethiopia approved over 1,500 investment projects from China, amounting to around $2.7 billion, accounting for 25% of the total direct investment projects in Ethiopia this year.

Having turned Ethiopia into China’s Africa hub, Chinese economic planners can take advantage of Ethiopia’s 110 million population for manufacturing and consumption as its middle class grows. But more importantly, from Ethiopia, Chinese companies can penetrate into nearby resource rich countries like Somalia, Sudan, South Sudan and Uganda, and use this to springboard deeper into Africa.

Chinese investments and contracts in sub-Saharan Africa totalled $299 billion between 2005 and 2018, according to the China Investment Global Tracker. In 2018, Chinese president Xi Jinping vowed to invest a further $60 billion into African nations. However, China’s deep penetration into the economic development of Africa is tied to its hub in Ethiopia.

Although Abiy emphasizes that the operation in Tigray is not a civil war but a rapid response to re-establish constitutional order, it still threatens to unravel Ethiopia and return it to the dark days when it was simultaneously fighting a civil war along with Eritrean and Somali separatists between the 1970s and 2000. In fact, the battles in Tigray have the potential to encourage other separatist movements in Ethiopia, particularly in Afar, Gambela, Ogaden, Oromia and Sidama.

For China, such a devastating war and the potential further fracturing of the Ethiopian state would be a catastrophic blow to its Africa policy. Ethiopia was selectively chosen by China to become its main Africa hub because of its central position in Northeast Africa and for being a center of stability in an otherwise chaotic region. In fact, it was China that financed and built the African Union headquarters in Addis Ababa because of its confidence in Ethiopian stability and potential.

If the TPLF’s uprising continues for long it might not only deter China’s continued economic expansion into Africa, but also threaten the very existence of the Ethiopian state if the many other separatist movements in the country become emboldened.

So, China is not stranger to ethnic conflicts; if anything, CCP may give hands to p2 in handling "minority" issues such as TPLF and other terrorists. They'll continue to do business as usual. In fact a good "Ahadawi" Ethiopian government coupled with "Ahadawi" Eritrean state regional confederation shall serve them best. It is obvious Tigreans will be free from TPLF dictatorship, use Eritrea's Sea outlets to grow faster; huge market for all.

I hope so, brother Temt. It's the Senate that has to approve her tho (not the Congress) & this year, it's a Republicans majority senate. So I hope, the Republicans put a stop to it. All this, with the premise that Biden will become President. Trump, is still contesting the election results.
The secretary of state is nominated by the president of the United States and, following a confirmation hearing before the Senate Committee on Foreign Relations, is confirmed by the United States Senate.

As the following article shows, even the diehard Herman Cohen made some adjustment in his thinking however, he still stands against Eritrean government policy of non ethnic based system while continuing to push the evil "ethnic federation" on us.

I have no doubt Susan will do better because she has Black Nationalist background; will stand on the side of Ethiopian Unity as usual.

Dr. Susan shall do some adjustment in working with Africa; her past experience with Eritrea/Ethiopia & her siding with Meles/Ethiopia then will help her in looking at the present situation some what the same way. The situation requires the same policy she had then except Abiy is in the place of Meles who happen to be a friend of Isu/Eritrea. Surprise! Surprise!

Days after propagating about the “battle-hardened” strength of Tigray People’s Liberation Front (TPLF) Mr. Herman Cohen, Former Ambassador, Asst. Secretary of State, is now saying that TPLF is losing the war.

In a Twitter message on Tuesday, he said “In spite of the TPLF’s military strength, the Ethiopian government is now marching on Mekelle. If Abiy gains control of Tigray, it would mark a return to strong central rule in #Ethiopia, as it existed while the TPLF was in power for 29 years.”

Yet he went on to recommend perpetuation of TPLF devised ethnic-based federation in Ethiopia.

“Best solution for #Ethiopia is a truly decentralized federal system, in which Ethiopia remains unified but each ethnic nation has the self-determination they desire. If Abiy wins militarily, international community should still press for this outcome through political dialogue,” he said.

Mr. Cohen was a key man at the 1991 London conference which was called to broker peace between three rebel groups then (one of them was Oromo Liberation Front and is still a rebel group operating from within Ethiopia) and Colonel Mengistu Hailemariam’s government which collapsed in May 1991.

He tends to have a critical view of Abiy Ahmed’s administration. In a Twitter message on Monday, he remarked Abiy “is determined to bring all of “Ethiopia under his authoritarian control.”

Many Ethiopians tend to see Mr. Cohen as a Godfather of the TPLF administration in Ethiopia. Mr., Cohen recently published a book entitled “US Policy Toward Africa: Eight Decades of Realpolitik, is now available.”

Yes, but here the catch. Gone are the days when the crime-ridden Weyane thugs were in power. Now that the Prosperity Party on the helm, any political flirtation she might attempt has to be with Prime Minister Abey and/or his comrades. Thus, it is highly unlikely that she would find ears to her devilish design against Eritrea and Ethiopia. Not anymore, assuming she gets the unlikely confirmation by the Senate, as you rightly corrected me.

Yes, but here the catch. Gone are the days when the crime-ridden Weyane thugs were in power. Now that the Prosperity Party on the helm, any political flirtation she might attempt has to be with Prime Minister Abey and/or his comrades. Thus, it is highly unlikely that she would find ears to her devilish design against Eritrea and Ethiopia. Not anymore, assuming she gets the unlikely confirmation by the Senate, as you rightly corrected me.
Yap! The weyane, shot themselves in the head. They should've waited a few months, for the transition to Biden to happen. Maybe then, they'd have had a chance. A huge, maybe! Now, it's too late!

Ethiopian troops closing in on Tigray capital of Mekelle

After the fall of Shire and Axum towns to government forces, Ethiopia’s prime minister said that his army is advancing on the Tigray regional capital Mekelle. TPLF rebel leader vows to keep fighting.

Ethiopian federal troops are closing in on Tigray’s capital of Mekelle, Redwan Hussein, the government spokesperson for the state of emergency task force, told CNN on Wednesday.

As the fighting between Ethiopian and Tigray People’s Liberation Front (TPLF) soldiers rages in the region for a second week, Redwan said that national defense forces have now taken control of Shire, northwest of Mekelle, and Alamata, south of the city.
They are closing in but it will take about 100-200 km from several directions,
the spokesman said.

The Ethiopian government says TPLF forces destroyed four bridges on the road to Mekelle to stop national forces from advancing.

Ethiopian Prime Minister Abiy Ahmed launched a military offensive in the restive Tigray region on November 4 after accusing its ruling party, the TPLF, of attacking a federal army base in the northern region, which borders Eritrea and Sudan.

After announcing that it was “at war” with the TPLF, the federal army has since stepped up its military offensive, carrying out air strikes as part of Prime Minister and Nobel laureate Abiy’s “law enforcement operation,” which has led to clashes across the area.

Airstrikes near Mekelle are targeting military installations and no civilians have been killed,
as far as we know,
said Redwan.

He accused TPLF forces of sheltering military equipment in schools, mosques and churches.

He provided no evidence to support the claim and CNN has been unable to able to verify due to a blackout on communications in the region.

Vow to fight on

Leaders in Tigray are refusing to surrender in the face of the alleged gains by the Ethiopian military.

In a statement posted by the TPLF on Facebook Wednesday, Tigrayan leaders vowed that
the people of Tigray will never kneel down to actions of aggressors,
as Abiy said that the deadline for them to surrender had expired.
Tigray is now a hell to its enemies,
the statement read, claiming
remarkable victories
on the battlegrounds, directly contradicting the government claims.

The Tigrayan leaders also accused federal forces of killing innocent civilians while targeting churches and homes.

The government has denied targeting civilians and CNN has not been able to verify claims from either parties due to the communications blackout.

Hundreds of thousands of people in western Tigray have been displaced while internet, electricity and banking services continue to be shut down, the statement said. It added that since the fighting began, Tigray forces have managed to capture enemy tanks and heavy artillery.
Tigray will be the graveyard of dictators and aggressors and not their playground,
the statement concluded.

In response, Billene Seyoum, the Ethiopian government spokesperson, told CNN that Ethiopia’s parliament had disbanded the government in Tigray, so they couldn’t respond.
We cannot respond to statements on a Facebook page of an entity that does not exist,
she said.

A humanitarian crisis

The United Nations is warning that delivery of humanitarian supplies into the region “remains impossible.
The protection of populations impacted by the conflict remains an overarching humanitarian concern,
said its latest humanitarian report.

For its part, the Ethiopian government has sent missions into Amhara and Tigray to identify safe corridors for humanitarian access, said Redwan.

More than 30,000 Ethiopian refugees have crossed into neighboring Sudan to escape the conflict, according to the UN.
The situation is escalating and thousands of people are internally displaced, without access to basic food and necessities,
George Readings, lead crisis analyst at the International Rescue Committee, told CNN.
The clock is ticking and we envisage internal displacement to become even worse in the coming weeks.
The International Committee of the Red Cross (ICRC) said more than 1,000 people have contacted its hotline and visited its offices in Mekelle and Addis Ababa seeking help for their families.
As fighting continues, we are seeing a devastating humanitarian crisis unfold, not just within Ethiopia but across its borders,
said Katia Sorin, ICRC’s head of delegation in Addis Ababa, in a statement on Wednesday.
Thousands are crossing into Sudan seeking safety, and an untold number are displaced from their homes inside Ethiopia.

The humanitarian organization, based in Geneva, has provided hospital beds, mattresses, mats and blankets to health facilities. The Gonder Teaching Hospital in northern Ethiopia has been receiving large numbers of critically injured patients while also dealing with Covid-19 patients, the ICRC said.

Minnesota Democratic Rep. Ilhan Omar, a member of the progressive Squad in Congress, sent a letter to Facebook chief Mark Zuckerberg on Tuesday condemning the social media company’s role in the ongoing violence in Ethiopia.
Sometimes genocidal hate speech that is being propagated in many languages by many actors, both inside Ethiopia and abroad, has found a viral audience on your platform, and has almost certainly contributed directly to the massacres of civilians based on their ethnicities,
she wrote.

She echoed the words of the UN by adding that Ethiopia has
a very real chance of collapsing into one of the worst human rights and humanitarian crises in the world.

The waiting game was such that the Woyane leaders panicked. They lost their cool. That is why they gambled and took a huge risk in carrying out what they termed as an Israel-style pre-emptive measures. Timing was not in their minds because it was already in the hands of the other side.
